About this file

This document contains Special Provisions for a Sewer Lateral Replacement Project (SLRP) Invitation for Bid No. 26XXXX issued by the City of Palo Alto, California. The project involves replacing approximately 210 deteriorated public sewer laterals identified through review of maintenance records from the Sewer Overflows Alternative Program (SOAP). The work is structured as a three-year construction contract with approximately 70 laterals replaced annually. The primary objective is to improve the reliability of the City's wastewater collection system and reduce sanitary sewer overflows by replacing laterals with high-frequency maintenance records or documented structural integrity issues. Contractors must perform pre-construction and post-construction Closed-Circuit Television (CCTV) inspections with water introduction per Technical Specifications Section 2739, utilizing controlled flow rates of 15-30 gallons per minute for dry laterals and 10-20 gallons per minute for wet laterals. The preferred installation method is pipe bursting to minimize excavation; however, open-cut installation may be approved in specific circumstances such as when lateral alignment correction to perpendicular connection is feasible or when CCTV inspection identifies sags that cannot be corrected during pipe bursting. Construction hours are limited to 8:00 AM to 5:00 PM Monday through Friday, with additional restrictions for arterial streets, business districts, bicycle lanes, and areas within 1,500 linear feet of school grounds (9:00 AM to 4:00 PM). Winter holiday shutdowns are mandated for December 19, 2026 through January 3, 2027 and December 18, 2027 through January 2, 2028, during which all equipment and materials must be removed from job sites.

Contractors must submit all pre-construction submittals within 15 business days of Notice to Proceed issuance and shall provide at least 10 working days advance notification to Underground Service Alert (USA) prior to excavation work. A minimum of 5,000 linear feet of pipe bursting installation experience and 5,000 linear feet of open cut installation experience in the last three years is required, with relevant project references submitted on specified forms. The Contractor is responsible for obtaining parking permits for personnel vehicles and construction equipment, coordinating with the City Inspector for scheduling lateral installation inspections, and managing all traffic control plans for arterial streets and streets with bike lanes, which must be prepared by a Licensed Traffic Engineer or California Civil Engineer. The Contractor shall conduct in-person meetings with property owners at critical facilities such as hospitals, schools, and daycare centers no later than one day prior to construction start and maintain weekly notification logs. All equipment must be maintained in proper working condition with no City compensation for equipment downtime or repair time. Asbestos cement pipe (ACP) laterals shall not be pipe burst and must be handled and disposed of in accordance with all applicable federal, state, and local regulations. The City reserves the right to substitute sewer lateral replacement locations due to emergency repairs, unforeseen site conditions, or operational requirements, provided the total number of replacements does not exceed the original contract quantity, with no additional compensation for location changes unless separately approved in writing.

SEWER LATERAL REPLACEMENT PROJECT (SLRP)

SPECIAL PROVISIONS

IFB No. 26XXXX These Special Provisions supplement the General Conditions and shall govern in the event of inconsistency. Defined terms shall have the meanings assigned in the General Conditions unless modified by these Special Provisions.

SECTION 1 – WATER INTRODUCTION REQUIREMEMTS FOR CCTV INSPECTIONS

The City requires the Contractor to perform water introduction during both pre-construction and post-construction Closed-Circuit Television (CCTV) inspections to ensure optimal lateral inspection quality in identifying defects such as cracks, leaks, sags, and blockages. Water introduction shall be carried out in compliance with Section 2739 of the Technical Specifications, using controlled flow rates to minimize water consumption while maintaining standards. For dry laterals, a low flow rate of approximately 15 to 30 gallons per minute (gpm) shall be used, and for wet laterals, a reduced flow rate of approximately 10 to 20 gpm shall be used, or as approved by the City. The water introduction ensures the pre-construction CCTV inspections assess the condition of the existing sewer lateral and the post-construction CCTV inspections verify the integrity of the newly installed sewer laterals. To avoid blocking the CCTV camera view, water shall be introduced prior to the CCTV lateral inspection.

SECTION 2 – CCTV INSPECTION AND RECOMMENDATION OF LATERAL REPLACEMENT METHOD

In accordance with Section 2739 of the Technical Specifications, the Contractor shall perform pre-construction CCTV inspections of the sewer laterals. CCTV results shall be used to determine the appropriate sewer lateral installation method as described in Section 3. Pre-construction sewer main CCTV is required to locate the lateral tie-in location. The City does not require PACP defect report.

Based on the pre-construction CCTV findings, the Contractor shall recommend a replacement method for existing laterals. The Contractor’s installation recommendation shall be submitted to the City for review. The City will assess the recommendation based on technical feasibility, constructability, potential system impacts and compliance with the Technical Specifications and City of Palo Alto (CPA) Water Gas Wastewater (WGW) Utility Standards. No replacement method shall proceed without written approval from the City prior to construction.

Following lateral replacement, the Contractor shall perform post-construction CCTV inspection for the sewer laterals. The City shall evaluate the completed work through post-construction CCTV inspection. The City reserves the right to reject any work that does not meet project requirements, one (1) year from the date of completion, in accordance with IFB Part 5 General Conditions, subparagraph 12.2.1.

SECTION 3 – INSTALLATION METHOD

The City’s objective is for new sewer laterals to be installed utilizing a pipe bursting method of installation to minimize excavation. The Contractor shall not proceed with any alternative lateral installation methods without written approval from the City prior to construction and installation.

An open-cut method of installation may be accepted by the City in the following situations:

1. Per Section 2737 of the Technical Specifications, Section 1.04, the City’s objective is for new sewer laterals to be installed perpendicular to the existing sewer main whenever possible. Prior to commencing work, the Contractor shall pothole the existing sewer lateral to verify horizontal alignment and to determine whether correcting the alignment to a perpendicular connection is feasible, considering existing site constraints and obstructions. If lateral alignment correction is feasible, the new lateral shall be installed perpendicular to the existing sewer main by an open cut installation upon City’s approval of the new alignment and installation method. The existing lateral shall be abandoned, and payment shall be made in accordance with the applicable bid item unit price. If lateral alignment correction is not feasible, the new lateral shall be installed following the same alignment by utilizing pipe bursting method of installation.

2. Prior to commencing work, the Contractor shall perform pre-construction CCTV inspection of the existing sewer lateral in accordance with Section 2739 of the Technical Specifications. If the CCTV inspection determines that the existing lateral has sags that cannot be corrected during the pipe bursting installation of the new lateral, the new lateral shall be installed by an open cut installation upon City’s approval of the new alignment and installation method.

If the approved open cut installation method proves ineffective due to unforeseen subsurface conditions encountered during construction, the Contractor shall stop work, notify the City, and submit a revised installation proposal for approval prior to resuming work. Any costs, delays or rework resulting from failure to follow this process shall be the responsibility of the Contractor.

SECTION 4 – UNDERGROUND SERVICE ALERT (USA)

This provision modifies IFB Part 5 of the General Conditions, Section 3.28.1. Replace the five-day notification period with a minimum of ten (10) Working days advance notification to Underground Service Alert (USA) by calling 811 prior to any excavation work. The Contractor shall delineate the work areas with white paint and only the request utility markings at those locations where underground work will occur during the following month.

SECTION 5 – PROJECT HOURS OF WORK

The construction hours for this Project are 8:00 AM to 5:00 PM, Monday through Friday. No work shall be performed beyond the defined work hours, unless approved by the City. The Contractor must refer to the City’s Traffic Control Requirement.

Additional time restrictions may apply when work occurs within (1) downtown areas, business districts, arterial streets, (2) bicycle lanes, or (3) within 1,500 linear feet of school grounds or along designated school routes. Appendix M provides the list of lateral addresses including working time restriction categorization specified above.

Following table provides summary of working hours restrictions:
