1.
Will a letter of Ministry of Social Affairs and Labor (MOSAL) be issued by the Embassy to the company awarded the contract to open up extra slots within the company for employees to work?
Once the contract is awarded , the Embassy can issue a letter addressed To Whom It May Concern, that the subject contract was awarded to:

- Name of the Company

- Duration

- US$ value.

The Embassy can’t ask the Ministry to open up extra slots within the company for employees to work.

2.
How much in depth do we go on repairs of home, audio, and visual items, can this be subcontracted?
“See section C.4: C.4, “All personnel assigned by the contractor for the performance of the respective services shall be regular employees of the contractor, and shall be supervised by the contractor. There shall be no employer-employee relationship between the Government and the personnel. Subcontractors may only be employed with the express written consent of the Contracting Officer. b. NO street workers will be allowed under this contract. All individuals involved under this contract must be under the contractor’s or subcontractor’s sponsorship.”

On roofing repairs section C.2.10 no skilled labor such a roofer is listed? Does this fall under category of labors
Roofing repairs is noted in Exhibit 8, under labor category Maintenance Engineer. “

What are the painter helper qualifications? There no listing or document for painter helper is in Exhibit 8?
The painter helper must have the same skills, qualifications as the painter
5.
Is it OK to use a villa with 500 sq meters of storage space, help desk and offices if we can’t find a warehouse within 10km?
Answer, Please refer to Section noted in the solicitation: “See Section B.3.4.1.2, Warehouse/Storage and Office space shall be the contractor’s responsibility. The contractor shall provide approximately 500 square meters of warehouse/storage

Do all personnel hired for the contract if awarded need to be employees of the company because of security background check?
Please refer to Section Noted in the solicitation: “ See Section H.12.2, “MAINTENANCE PERSONNEL SECURITY” of this solicitation, “After award of the contract, the contractor has ten (10) calendar days to submit to the Contracting Officer a list of workers and supervisors assigned to this project for the Government to conduct security checks.”

Is there any special software for tracking of Inventory?
No special software just Excel spreadsheet to track down maintenance work orders & inventory. Refer to C.2.21 “Contractor Database”
8.
If somebody breaks the window at mid night do we have to supply security guards for the apartments?
No. However, you could possibly receive emergency work order to secure/repair the window.

Definition of AFRTS?
Armed Forces Radio and Television Service (AFRTS). It is a satellite system.
10.
HVAC- and other maintenance works on the housing units which fall under the real estate contract. Can we receive more clarity on the rental agreement and what it covers on the maintenance of the real estate?
The solicitation has a list of HVAC and other maintenance work that the contractor shall perform to each residence on scheduled and unscheduled basis. Rental agreement (if existing) shall not void theses services if requested by the Embassy.

Where the guards offices located are and how many occupants does it have?
In one of the residential units outside the Embassy. It has two (2) occupants.
12.
How many restrooms are there in Commanders quarters?
There is one restroom in the Commanders guards’ room.
13.
On page 51 the Contractor’s designated representative have to be located onsite in an office designated by the Contracting Officer during normal working hours. Where is this site and office located?
If work to be performed inside the Embassy, the designated representative shall be located on site only while performing contractual duties and not for any other business or purposes. Therefore, no office is required. However, the designated representative will have to be available on site in the Office Space Management to be provided by the contractor during normal working hours and days.

What would be the traffic of consumable goods? i.e., trash bags, toiletries...
Sufficient consumables to meet the requirement

The Solicitation calls for Make Ready and Maintenance Service for 55 Housing units however Exhibit 1 and Exhibit 3 show 75 housing units. Is the Contractor supposed to service all 75 housing units or the CO will designate the 55 housing units from the listed 75?
The contractor will have to provide scheduled maintenance services to a minimum of 55 housing units, and NOT a total number of 55. The current list of housing units that require scheduled maintenance can reach 70 units.

The list in Exhibit 1 is not fixed, and subject to change at any time, as pointed out in the exhibit. The list in Exhibit 3 was for housing units that required scheduled maintenance services last year.

In reference to this solicitation how and what requirements will be needed for employees to gain access to properties on the Embassy grounds. Will these employee's be the only one allowed it can they be rotated?

A suggestion was made during the Pre-solicitation meeting that a villa (an option for the warehouse) closer to the US embassy area would be the most appropriate; however, looking into some of the areas that require the maintenance and access to the storage area are the apartments located in Abu Hasania, Salmiya, Surra, South Surra, Qortuba etc. These locations are farthest from the US Embassy (Bayan Area) and can be affected by the heavy traffic. Having a warehouse in the US embassy vicinity may be affected by the traffic congestions and can delay the service expected. Can you provide the list of areas which will be technically acceptable location for the warehouse?

The requirement is that the warehouse/storage and office space shall be physically located in the same location (same building), and they must be located within 10 kilometers from the U.S. Embassy. The closer to the Embassy is better.

We would like to know the current contractor (company) who is running this contract at present? And the awarded price?

Please note that this solicitation is a new requirement. There is NO current contract that covers the same SOW/requirements. However, there is an existing contract that covers some of these requirements. Since there is a difference in the SOW and requirements, that total dollar value of the current contract might be misleading.

As mentioned in the Solicitation# SKU200-13-R-8583 the total numbers of housing units are 55, our question to you on this is, and can you please mention the total restrooms in these 55 Units?
The 55 is the minimum number of housing units, and NOT the total number! However, there are approximately 3 to 4 restrooms in a unit.

Could you please advice whether SAM registration and DUNS number is required to submit the bid documents
Successful offeror will be required to have a DUNS number and be registered in SAM/CCR database prior to award of the contract.
23.
Is there a possibility of the maximum $270,000.00 of unscheduled maintenance be modified to a higher amount?
No as this is the maximum ceiling for unscheduled services. Any major renovation/repair effort will be competed via a separate acquisition.
24.
If a commercial warehouse isn’t available within the 10 Km radius, can the awardee have a branch office near the Embassy while the warehouse is at a remote location?
The requirement is that the warehouse/storage and office space shall be physically located in the same location (same building), and they must be located within 10 kilometers from the U.S. Embassy

What type of work expected for the AFRTS needs? and deliverables

The Contractor shall provide qualified personnel to make sure that AFRTS is in a working condition. Work to include but not limited to installing and fixing decoders, satellite dishes and antennas. Work to be done within 3 days from receiving any work order.

In the interest of the USG, can this solicitation be extended 1 week beyond Ramadan, so all interested bidders may give a quality evaluation of their proposal towards the solicitation?

The solicitation due date is herby extended till August 1, 2013 @ 1400 Kuwait local time. Please refer to amendment # 1 posted in FedBizOpps

Will the government provide the consumables such as tissue and paper towels?

No. Refer to Exhibit 5 “Contractor Furnished Property”.

28.
How many housing units will require relocation (Packing/crating/moving) every year?
No confirmed number of units. However, refer to paragraph B.3.2.3 and option years subsequent paragraphs for estimated number.
29.
With regards to the janitorial services kindly clarify who would be required to provide the consumables for e.g bathroom tissues, toilets seat covers, paper towels and plastic trash bags. If the contractor is required to provide these items could you please clarify the estimated quantity of these items
· It is the contractor’s responsibility to provide supplies/consumables. Refer to Exhibit 5 “Contractor Furnished Property”.

· The Government does not have the estimated quantities. It is the contractor’s responsibility to provide sufficient quantities to perform this task

With regards to HVAC & Plumbing maintenance service, during the course of the maintenance if it is noticed that there is some equipment default which require a part to be replaced who would be responsible for the material cost.

It is the contractor’s responsibility to furnish all labor, materials, equipment and services (except that which is clearly stated as Government Furnished Property (GFP)). Refer to B.2 Type of Contract.

With regards to packing/crafting/moving service would the contractor be required to unpack each box and place furniture and fixture at the desired location in every room for every new occupant?
Yes. Refer to C.2.15 “Packing, Unpacking, Crating, and Moving”
32.
Housing Make Ready & Maintenance/Repair Services point B.3.2.1.1 - Would there be a scenario wherein a large portion of the house would require repainting and if that is so how would be contractor be reimbursed for the material expenses incurred

It is the contractor’s responsibility to provide personnel, tools, and supplies necessary to paint the entire house during make ready.

No. It is the contractor’s responsibility to furnish all labor, materials, equipment and services (except that which is clearly stated as Government Furnished Property )
