September 5, 2017 First Set of Questions-and-Answers (Qs&As) Solicitation No. SJA800-17-R-0003 Warehouse Operations Services Question 1: About the composition of warehouse work staff Q1-a: “Image of member is that 1 supervisor + 3 staff must be always reserved, even after spending the 1st 12th Months?”

Answer Q1-a:

Yes, same numbers of staff are required (one project manager and three staff members) for the base year and four option years.

Q1-b: “When it is not peak summer season (June 01 – October 31) at warehouse work, Is it possible with a small number of staff?”

Answer Q1-b:

No. The U.S. Government has ongoing project all year round, such as receiving containers, devanning, sorting, organizing the warehouse space, and annual inventory.

Question 2: About Urgency of Warehouse Work

Q2-a: “How often any urgent order or requirements from the embassy?”

Answer Q2-a:

Not very often. In the past five years, urgent order occurred only one time.

Q2-b: “Depending on the circumstances, we would like to arrange your requests such as truck / haulage arrangements within 3 or 4 days?”

Answer Q2-b:

Yes, the U.S. Government will provide 3 days advance notice. See subsection C.2.2.d. Performance Standard.

Q2-c: “Will the grace period be given until the operation instruction date and the execution date?”

Answer Q2-c:

Yes.

Question 3: “About the skill capacity of the staff - Do all Project Manager and staff need to be able to drive forklifts? (Because we have seen there are 3 forklifts at sight)” Answer 3:

The project manager shall be responsible for on-site supervision of the Contractor’s workforce at all times. The warehouse staff employed to operate machines and equipment, such as forklifts and shelving systems furnished by the U.S. Government, shall be properly licensed and certified in compliance with Japanese laws and regulations. See Section 1, paragraph C.1.2., which also includes the minimum number of warehouse staff.

Question 4: “About the language skills of the staff - Do all Project Manager and staff need to be able to speak and understanding in English?”

Answer 4:

Only the Project Manager is required to have sufficient knowledge of Japanese and English to communicate effectively with the military and the Embassy personnel. (Must have English Speaking Level 2, see Exhibit K – English Speaking Levels.) Also, see Section 1, paragraph C.1.2.
