Solicitation No. SJA800-16-R-0002 malfunctioning appliance that could result in electric shock, roof leaks, fire or explosion are considered emergencies.
If a maintenance and repair (M&R) service requirement is of an emergency nature (requiring immediate response), a verbal request shall be accepted and service provided by the
Contractor. The COR will provide a written work order within three working days after the verbal request.
(2) Routine Work Order. Unscheduled Work Orders shall be classified as routine when the work does not qualify as an emergency requirement. Examples of routine work orders include inoperative electrical switches or outlets, dripping faucets, cracked or broken small panes of glass or floor tile, repairs to mechanical or food service equipment, sign fabrication and painting and key making.
(c) Response to Unscheduled Work Orders. The Contractor shall have procedures for picking up Unscheduled Work Orders twice daily
(between 0930 and 1600 hours) from the COR during regular working hours, and for receiving and responding to emergency work orders
24 hours per day, seven days a week, including weekends and holidays. A bilingual (English and Japanese) speaking individual who is fully familiar with the Contractor's work control procedures and the terms and conditions of this contract shall answer all telephone calls within 30 seconds. Emergency calls shall be considered as received by the Contractor at the time and date the telephone call is placed. Scheduled and Unscheduled Work
Orders shall be considered as received by the Contractor at the time and date the work order is picked up.
(1) Emergency Work Orders. The Contractor shall respond immediately and must be on the job site and working within 10 minutes after receipt of an emergency work order, and report to the COR by telephone call. The Contractor shall work continuously without interruption and shall arrest the emergency condition before departing the job site (e.g., shut off water, close gas valve, temporarily patch roof leak.). If further labor and material (follow up work) are required to complete the repair, the remaining work shall be reclassified as routine, and the corresponding completion time shall then apply. Such follow up work shall be considered part of the original emergency request. For FSI Yokohama, the Contractor shall respond immediately and must be on the job site and working within two hours after receipt of an emergency work order, and report to the
COR by telephone call.
(2) Routine Unscheduled Work Orders Less Than 40 Hours. All routine work orders shall be completed within five working days of receipt. Routine work orders shall be accomplished during regular working hours, Monday through Friday.
