About this file
This is a site visit instruction document and registration form for a DES Electronic Security System maintenance requirement at Carlisle Barracks. The site visit is scheduled for March 6, 2025, at 1:00 pm at Building 400, which is identified as a secure building.
The document outlines specific attendance limitations (maximum two representatives per company) and security requirements. Visitors without federal government-issued identification must obtain a visitor pass through the Carlisle Barracks Visitor Center by completing the CbKs (DES) Form 228-R-E for NCIC-III background checking. Electronic devices including cell phones, tablets, and smart watches must be stored in provided lockers. The document includes registration forms and detailed instructions for accessing the facility, with explicit directions to submit visitor passes to the Visitor Center (open M-F 0700-1700) rather than the Contracting Office to avoid PII violations.

To request a pass, please complete the CbKs (DES) Form 228-R-E which will be used to vet the visitor through the National Crime Information Center Interstate Identification Index (NCIC- III) and ALERTS for a criminal history check. Upon a favorable criminal history check, an installation pass will be issued.
To have the pass prepared ahead of time, fax the completed form to the Visitor Center at (717) 245-3750. You will pick up the pass from the Carlisle Barracks Visitor Center when you arrive for your site visit. You can also call 717-245-3721 / 245-3733 / 245-3725 for email instructions.
If you are unable to send your CbKs (DES) Form 228-R-E ahead of time, you should arrive early to the Carlisle Barracks Visitor Center to request a pass.
The Carlisle Barracks Visitor Center is located at 870 Jim Thorpe, and is open M-F 0700-1700.
For more information about access to Carlisle Barracks, please go to the Visitor Center website:

Please do not send your completed CbKs (DES) Form 228-R-E to the Contracting Office!
Your CbKs (DES) Form 228-R-E needs to be submitted to the Visitor Center ONLY. To send it to the Contracting Office will constitute a reportable 'leak' of Personally Identifying Information (PII). Please don't make us do that paperwork again!
