Site Visit Instructions – Preventive Maintenance Services of York Air Handling Units and Phoenix Air Systems
Introduction: A site visit is being conducted for this acquisition. This site visit is for the benefit of all eligible contractors and is not being included in the solicitation to accommodate any one or more eligible offerors. The date & time for this site visit was chosen at random and is solely based on site availability and the availability of the facility personnel and/or contracting administrator who will be conducting the site visit. Please also refer to FAR Provision 52.237-1 Site Visit which is contained within this solicitation.
Conditions: This site visit is for viewing purposes only and is intended to give potential offerors a “first hand” look of the locations of the air handling units & air systems, the site itself, and the environment in which future services will be conducted. If time and conditions permit, contractor questions will be answered during the site visit in a forum and in a manner that is equitable to all contractors. The “shouting out” of questions is not permitted and contractors should write down questions during the site visit in the event that a question and answer session is conducted. It is noted that contractors will still have an opportunity to submit questions or other inquires that are related to (or arise from) the site visit that is conducted. The terms and conditions of this solicitation, as amended, (to include Statement of Work requirements) shall remain the same despite an offeror’s inability or unwillingness to attend this site visit when scheduled. An alternate site visit date or an additional site visit opportunity shall also not be provided to offerors who couldn’t, wouldn’t, or didn’t attend the scheduled site visit when conducted.
Date: Site visit will be conducted on Friday, August 12th, 2022, at 09:00 am Central Time, New Orleans, LA
Location: Southeast Louisiana Veterans Healthcare System (SLVHCS), New Orleans, LA VA Medical Center, 2400 Canal Street, Replacement Facility, New Orleans, LA 70119
Time: The site visit will begin at the start time specified. It is recommended that attendees arrive early and allow themselves enough time, so they are not late.
Duration: The expected duration of the site visit is not specifically known but is expected to be approximately 60 minutes (1 hour). Adequate time will be given for contractors to view and/or survey the site location and the equipment that will require service as specified in the solicitation.
RSVP For CTR Attendance: No more than two (2) representatives from each company, contractor unit, and/or organization is allowed to attend the site visit due to limited accommodations (and space) in the facility. Advanced notification (RSVP) of a contractor’s desire to attend the site is required no later than Thursday, August 11th, 2022, by noon. Send affirmative notification/RSVP requests to Tony Clark, Plant Operations Section Chief, tony.clark@va.gov, Work Cell (504-343-8563).
Contractor Meeting Point: On the day of the site visit contractors shall meet at the following location at the facility (i.e. the rallying point): Building 5, Patient and Visitors Parking Garage, First Floor, Lobby Area (near check in station and next to the elevators). Attendees are required to wear masks in the facility IAW COVID-19 facility protocols. If an attendee does not have a mask the facility can provide a disposable mask for a one time use. A government representative will meet/greet site visit attendees at this location on the day of the site visit.

Parking: Site visit attendees may be able to park in the visitor’s parking lot off Galvez St. on the day of the site visit if there is space available. However, on-site parking is limited, is subject to availability, and is not guaranteed. It is recommended that site visit attendees park on Canal Street, Galvez Street, or at a location that is near the facility. On the day of the site visit attendees should allow themselves enough time to find/secure parking to arrive on time for the site visit. It is recommended that site visit attendees do appropriate reconnaissance to get a “lay of the land” before the site visit date.
Uniform: The site visit will be conducted in an industrial setting. Formal, semi-formal, business attire and business casual dress is not recommended. While it is not anticipated that attendees will “get dirty” during their participation in the site visit an appropriate attire should be chosen for an industrial setting. As the site visit will involve a lot of walking to various areas of the facility, it is recommended that comfortable (but appropriate) shoes be worn.
Health Warnings and Important Information: Site visit attendances should be in an appropriate heath status to be physically able to walk for a 60-minute period (i.e. the site visit duration) without the need for rest periods. Unfortunately, it is not possible for the government to provide special accommodations for attendees who have (or who could have) mobility issues with respect to the physical exertion that should be expected (i.e. walking to/from the various site visit locations for approximately 60 minutes (1 hour)).
