About this file

This document is a Single Source Justification (SSJ) for a sole source procurement by the Department of State. The contract is for a hardware and software upgrade to the Process Integration (PI) System HMI computers at SA-32, with an estimated value of $241,385. Autologic LLC will provide and configure computers with software licenses, focusing on upgrading Programmable Logic Controller (PLC) hardware for the Mail Pouch Facility Containment Area and Dock Area.

Autologic Engineering has been the primary service provider for this system since 2007, having performed reverse engineering on mail sorter control systems and developed an integrated control system. The justification for sole source procurement is based on Autologic's exclusive licensing agreements and proprietary design, which makes them the only viable contractor for these specific system upgrades. The Contracting Officer has determined the price to be fair and reasonable, with the purchase order covering programming, configuration, and onsite support for the new hardware.

Autologic Engineering is the engineering systems integrator that customizes the standard software package into our proprietary on-site applications to meet our specific requirements. Under this special project, Autologic Engineering would provide, as the contractor, software licensing upgrades, upgrades to the SA-32 Mail Pouch Facility Containment Area Programmable Logic Controller (PLC) hardware and Dock Area PLC hardware. The existing equipment has been in operation since 2008 and requires upgrading to remain operational. The required services include programming, configuration, and onsite support of the new hardware.

Autologic Engineering has provided service to the Department of State (SA-32) since 2007. They have in the past, performed reverse engineering on the main control system for multiple mail sorters on-site and provided an integrated control system for the control room process and procedures. Annual service contracts between the Department of State and Autologic have provided the necessary support from Autologic to maintain the intricate automation systems. Their past knowledge of the technical aspect and their own proprietary design of much of the current systems would only allow them to work on these systems.
