About this file

This is a Single Source Justification document for a simplified acquisition by the Air Force Materiel Command (AFMC) for an Intrusion Detection System (IDS) Update at Hill Air Force Base. The 309 Software Engineering Group needs to replace the current IDS in Building 2721, Bay D, which is scheduled for Classified use starting February 2026 and does not meet Intelligence Community Directive standards.

The procurement involves three specific items: 1 Honeywell V5 Vindicator IDS, 28 Optex Ceiling Mounted Motion Sensors, and 8 Magnasphere Battery Management System Sensors. SDS Construction was selected as the sole contractor because they are the only base-approved vendor with the discontinued Honeywell V5 vindicator in stock. Multiple Requests for Information were submitted to GSA, NASA SEWP, and SAM.gov between October 22-November 6, 2025, with limited results. The contracting officer determined on November 10, 2025, that only a single source is reasonably available, in accordance with FAR 13.106-1(b)(1). The estimated contract cost is $0.00, and the purchase request number is Alexsys 14974 PRI 23189.

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: AFMC AFSC OL:H/PZIEB

Project/Program Name: Intrusion Detection System Update

Purchase Request / Local ID Number: Alexsys 14974 PRI 23189

Estimated Contract Cost (including Options): $0.00

Section B: Description of the Supplies/Services Required

The 309 Software Engineering Group's (SWEG) 555 Software Engineering Squadron (SWES)/MXDPDB needs to replace the Intrusion Detection System (IDS) in Building 2721, Bay D. The Bay is scheduled for Classified use starting February 2026. The current IDS does not adhere to the mandatory standards set by the Intelligence Community Directive (ICD) for use as a Classified Processing Area (CPA). The current hardware needs to be removed and approved hardware installed before Bay D can be used as a CPA.

The items needed are as follows:

1) Manufacturer: Honeywell Description: V5 Vindicator IDS Qty: 1

2) Manufacturer: Optex Description: Ceiling Mounted Motion Sensors Qty: 28

3) Manufacturer: Magnasphere Description: Battery Management System (BMS) Sensors Qty: 8

Section C: Justification for Soliciting from a Single Source or Brand Name

The Base Defense Operations Center (BDOC) supplies a Non-Nuclear Configuration Management Database (CMD) Equipment Approval list for Hill Air Force Base (AFB). Items for use in PL-1 (non-nuclear) through PL-4 applications and configurations must be listed on the memo to purchase or install items. The CMD only approves Honeywell's V5 vindicator. Honeywell discontinued production of the V5 vindicator in December 2023 and is no longer sold or supported by Honeywell. Because of this, any remaining V5s are in high demand and are in low supply. SDS Construction is the only base approved contractor who has the V5 in stock. It is doubtful other base approved contractors will be able to obtain a V5 within the 30-day delivery time frame with the V5 being discontinued two years ago.

Honeywell replaced the V5 vindicator with the V6 vindicator in June 2024, however BDOC has not approved the V6 for use. It is not known which brand of vindicators BDOC will approve for future use at Hill AFB or when they will be approved. For this reason, SDS Construction has been selected for this purchase request. SDS Construction can also supply the other items required to update Bay D into a CPA within the 30-day delivery time frame.

Section D: Efforts to Obtain Competition

A request for information (RFI) was submitted to GSA and NASA SEWP from 22-27 October with no results received.

An RFI was posted was submitted to GSA and NASA SEWP from 30 October to 3 November with no results received.

An RFI was posted on SAM.gov from October 31-November 6, 2025 under the title 'Request for Information (RFI) - Intrusion Detection with the Notice ID of FA820126RIntrusionDetection. All six approved Hill AFB contractors were contacted, requesting they submit a quote for market research. Five of the six contractors replied to the RFI.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

It is anticipated that future purchases for Honeywell V5 Vindicator will still require a single source justification as SDS Construction is the only approved contractor for Hill AFB who has the discontinued part in stock. However, 555 SWES/MXDPDB will continue to review the CMD Equipment list BDOC supplies for future alternative hardware.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
