About this file

This document is a Simplified Market Research Acquisition for an Intrusion Detection System (IDS) Update for the 309 Software Engineering Group (SWEG) at Hill Air Force Base. The requirement involves updating the IDS in Building 2721, Bay D to meet Intelligence Community Directive (ICD) standards by February 2026, transforming the area into a Classified Processing Area (CPA). Specific hardware requirements include one Honeywell V5 Vindicator IDS, 28 Optex Ceiling Mounted Motion Sensors, and 8 Magnasphere Battery Management System (BMS) Sensors.

The procurement is limited to specific hardware approved by the Base Defense Operations Center, with no alternative manufacturers permitted. Market research revealed that SDS Construction is the only authorized vendor at Hill AFB with the Honeywell V5 Vindicator in stock, as the original equipment manufacturer has discontinued production. The recommended approach is to post a Request for Quotation (RFQ) to Sam.gov, with a 60-day period of performance after receipt of order. The acquisition is classified as a commercial commodity with commercial terms and conditions, and it represents a new requirement with no previous acquisition history.

Intrusion Detection System Update

10 November 2025

Requiring Organization: 309 SWEG/MXDX Estimated Cost: $ Alexsys Number: 14974 PRI (Hill): 23189

PSC/FSC: N059

NAICS: 238210

Type of Acquisition: Supply and software

1. Introduction:

In accordance with (IAW) Federal Acquisition Regulation (FAR) Part 10, the extent of Market Research conducted was based on the size and complexity of the acquisition.

2. Description of Requirement:

The 309 Software Engineering Group’s (SWEG) MXDX needs to update the Intrusion Detection System (IDS) in Building 2721, Bay D to meet the mandatory standards set by the Intelligence Community Directive (ICD). The bay needs to be set up as a Classified Processing Area (CPA) by February 2026, making this upgrade critical.

The hardware currently being used is not rated for classified workloads and needs to be removed to allow for the installation of new, approved hardware.

The scope of work includes removal of the previously installed IDS system, installation of the new IDS system, and a 72-hour performance verification by SWEGs security team.

All hardware being purchased must be listed on the Non-Nuclear Configuration Management Database (CMD) Equipment Approval List, brand name, brand new, and not refurbished. The items needed are as follows:

1) Manufacturer: Honeywell Description: V5 Vindicator IDS Qty: 1

2) Manufacturer: Optex Description: Ceiling Mounted Motion Sensors Qty: 28

3) Manufacturer: Magnasphere Description: Battery Management System (BMS) Sensors Qty: 8

The Base Defense Operations Center (BDOC) has approved the following hardware for new procurements, installs, and upgrades:

• Honeywell’s V5 IDS

• Optex SX360Z PIR

• Magnasphere HSS-L2S-000 BMS

To keep Bay D in compliance with ICD standards, alternative hardware or manufacturers will not be permitted. If alternative hardware or manufacturers were used, Bay D security regulations would prohibit it from being used as a CPA and workload capacity would be negatively impacted. This upgrade will ensure the essential updated alarm systems are in place and will allow Bay D to operate as a CPA. For this reason, the government is limiting this purchase to Honeywell’s V5 IDS, Optex’s SX306Z PIR, and Magnasphere’s HSS-

L2S-000 BMS.

Period of Performance: 60 Days After Receipt of Order (ARO).

3. Previous Acquisition History:

This is a new requirement.

4. Market Research Conducted:

An RFI was open from 22Oct to 27Oct that received no quotes from GSA RFI 1785813 or NASA SEWP RFI 361963.

A second RFI was open from 30Oct to 3Nov that received

The CMD Equipment Approval List specifically highlights that ‘No new orders of the V5 panel are being taken by the OEM as production is discontinued.’ SDS Construction currently has a V5 Vindicator in stock, can provide Optex ceiling sensors and Magnasphere BMS’s, and is an authorized vendor for Hill AFB. Other authorized vendors do not have V5 Vindicators in stock and finding one elsewhere is unlikely because of the OEM discontinuing them.

5. Terms and Conditions:

Commercial Commodity – Commercial terms and conditions shall be utilized.

6. Conclusion and Recommendation:

Because SDS Construction is the only authorized construction vendor at Hill AFB that currently has a Honeywell V5 vindicator in stock and can provide the other parts listed as well, it is recommended to post the RFQ to Sam.gov. It is not expected to have any technically acceptable quotes from additional vendors because production of the V5 Vindicator has been discontinued.
