About this file
This document contains a justification for a single source award and information about a related federal contract opportunity. The Department of Veterans Affairs seeks to install a Russ Electric switchgear cubicle and related equipment and labor at the Chalmers P. Wylie VA Ambulatory Care Center for approximately $250,000. A justification is provided for awarding to a single source, Russ Electric, due to the need to integrate the new equipment into the facility's existing Russ Electric infrastructure and Russ Electric's expertise. The related federal contract opportunity is set aside for Service-Disabled Veteran Owned Small Businesses and seeks bids for a generator docking station project at the same VA location, with a response window of 150 calendar days from the notice to proceed.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C250-21-AP-0678
1. Contracting Activity: Department of Veterans Affairs, VISN 10, Chalmers P. Wylie VA Ambulatory
Care Center (VAACC), Network Contracting Office (NCO 10 Justification for Other Than Full and Open Competition. The 2237 Number for “Construct Generator Docking Station (Project Number: 757-20- 205)” is 757-21-1-743-0004.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The proposed procurement will be done via an Invitation for Bid (IFB). Based upon the recommendations of the A/E Contractor, CBLH Design, this construction project requires the following: Russ Electric Switchgear Cubicle, Russ Electric Install Switchgear Cubicle (labor) Russ Electric Relocate breaker to new cubicle (labor). The IGE for the entire project is $ . The estimated cost of this J&A is $ . This will result in a new firm fixed price (FFP) construction contract to execute the installation of the secondary generator and the necessary infrastructure to ensure it operates as intended. The equipment and labor indicated above will be custom built and purchased directly from Russ Electric by the lowest bidding responsible contractor.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The current electrical infrastructure in place at the VAACC’s boiler plant Is Russ Electric. To execute the project within the funding limitations, it was determined that it was much more cost effective to use this pre-existing infrastructure from the boiler plant, rather than build a new one. Furthermore, it is imperative that the hardware operate reliably, and consistently during a power failure event, to ensure that patient care can be maintained as the outage occurs and until power restored. Only Russ Electric possesses the expertise to manufacture and install this equipment correctly to ensure it is fully integrated into the pre- existing Russ Electric electrical switchgear infrastructure already operating on the VAACC’s campus . Finally, market research for the overall construction procurement has begun. The goal of the overall market research effort is to determine if the SDVOSB and VOSB communities possess the expertise and desire to execute the construction contract.
4. Description of market research conducted and results or statement why it was not conducted: As mentioned in section 3, market research for the overall construction project is being conducted to determine if the SDVOSB and VOSB concerns possess the expertise and desire to execute the construction contract. In researching this project, CBLH Design determined early on, in the design process, with the VAACC’s approval that it is not cost effective to explore another way to meet the facility’s needs outside of utilizing the Russ Electric infrastructure. Therefore, there was no need to conduct in depth market research for other cubicles, and associated labor.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. I find the price of the equipment and labor as indicated in section 2 of this document to be fair and reasonable.
