CONSTRUCT GENERATOR DOCKING STATION FOR THE CHALMERS P. WYLIE
VETERANS AFFAIRS AMBULATORY CARE CENTER (VAACC)—COLUMBUS, OH
PROJECT NUMBER: 757-20-205
QUESTIONS AND RESPONSES TO INVITATION FOR BID (IFB) NUMBER
36C25021B0009
IFB AMENDMENT NUMBER 00002
1. QUESTION – What are the specifications on the government furnished generator?
Response: Please see below.
2. QUESTION – What is the anticipated delivery date for the new government furnished equipment (Generator)?
Response: Currently scheduled for the first week of July, verified with Ohio CAT on 3/30/21. However this date could change.
3. QUESTION – Can a portion of the fence be removed to allow excavation equipment and material removal and placement?
Response: The fence may be removed to allow equipment and materials to be moved into the area, however the area must remain secured throughout construction and at the completion of each workday. At the completion of the project, the fence must be back in its existing condition.
4. QUESTION - Where can we place a concrete wash-out container?
Response: The contractor is responsible for proposing the location of the concrete washout container. VA will provide approval or denial of the proposed location.
5. QUESTION – Can you provide an approved location for the crane to set-up. Is the parking area rated for the load?
Response: The only known utility in the parking lot area are storm sewer. It is the contractors responsibility to develop the crane lift plan. Any crane lift that disrupts facility operation must be done off hours. The As-Builts for the existing facility can be provided to the contractor as needed.
6. QUESTION – The generator is owner furnished. Can a copy of the final approved generator shop drawings furnished by Ohio Cat be provided?
Response: Please see below.
7. QUESTION - The generator will be delivered broken down. What is the weight of the heaviest section?
Response: Please see below.
8. QUESTION - Can a list of the sections of the generator being delivered to the site be provided?
Response: Please see below.
9. QUESTION - Can a footprint of the assembled generator be provided?
Response: Please see below.
10. QUESTION - What are the dimensions of the assembled generator being furnished?
Response: Please see below.
11. QUESTION - How many gallons of fuel does the government furnished generator hold?
Response: Please see below.
12. QUESTION - Is the contractor to turn the project over with the tank full?
Response: Yes the project closeout should include the generator having a full tank of fuel after the conclusion of the generator start up and testing.
13. QUESTION - Can the VA provide further manufacturer details on the generator? Weights, Anchor points requirements?
Response: Please see below.
14. QUESTION - During the site visit, it was observed that the site is surrounded by fencing, with a single narrow gate. The gate is not wide enough for delivery of aggregate, concrete, and the new generator. How should the contractor access the site? If fencing is to be removed, can it be left out, or does it need to be secured at the end of each workday?
Response: Please see the answer to question # 3, above.
15. QUESTION - Is there a designated location for staging of materials?
Response: No there is not a specific designated area for staging. We would recommend that the contractor have their own trailer to store their materials for job. We would then designate a place where they can park the trailer.
16. QUESTION - During the site visit, it was observed there is a small electrical pull box with green lid approximately 10’ from the security fence. This pull box is not indicated on the plans.
Is the pull box to remain, or does it also need relocated?
Response: This electrical box is labeled as note #3 on ED-101. This pull box is to remain.

The ECM is housed in an environmentally sealed casting. All wiring connections to the ECM are made at the two sealed seventy-pin connectors.
ENGINE SPEED GOVERNING
Desired engine speed is calculated by the ECM and held within +/–0.2 Hz for isochronous and droop mode. The ECM accounts for droop that is requested. The proper amount of fuel is sent to the injectors due to these calculations.
The ECM also employs cooldown/shutdown strategies, acceleration delays on startup, acceleration ramp times, speed reference and a low/high idle switch is also available via communications to the EMCP 3.
FUEL LIMITING
Warm and cold fuel-air ratio control limits are controlled by the ECM. Electronic monitoring system derates, torque limit, and cranking limit, programmable torque scaling, and cold cylinder cutout mode are standard features.
FUEL INJECTION TIMING
Master timing for injection is controlled by the ECM control. Temperature dependencies are accounted for in the fuel injection calculations.
ELECTRONIC MONITORING
Electronic monitoring of vital engine parameters can be programmed. Warning, derate, and shutdown event conditions may be customized by the user.
INFORMATION MANAGEMENT
The ECM stores information to assist with electronic troubleshooting. Active and logged diagnostic codes, active events, logged events, fuel consumption, engine hours, and instantaneous totals aid service technicians when diagnosing electronic faults and scheduling preventive maintenance.
CALIBRATIONS
Engine performance is optimized through injection timing. Auto/manual sensor calibrations are standard features.
ON-BOARD SYSTEM TESTS
System tests are available to assist in electronic troubleshooting. These tests include: injector activation, injector cutout, and override of control outputs.
CAT® J1939 DATA LINK INTERFACES
The ADEM III controller communicates with the EMCP 3 via the J1939 Communication network. Additionally, the ADEM III controller can communicate with other electronic modules over the Cat Data Link. These modules include:
Caterpillar Monitoring System, Electronic Modular Control Panels (EMCP II and EMCP II+), Programmable Relay Control Module (PRCM), electronic service tools, and Customer Communication Module (CCM).
ELECTRONIC SENSORS
The following sensing is available on the ADEM III controller: oil pressure, fuel pressure, fuel temperature, atmospheric pressure, air inlet temperature, turbo outlet pressure, engine coolant temperature, engine speed, throttle speed, droop position, exhaust temperature, engine control switch position, oil filter pressure differential, fuel filter pressure differential, air filter pressure differential, crankcase pressure, and remote e-stop switch position.
ELECTRONIC ACTUATORS
Electronic Unit Injectors are driven by the ECM.
Actuators to control ether are optional.

Material Specification Sheet Galvanneal Steel
Description Galvanneal is a carbon steel coated with zinc on both sides by a continuous hot‐dip process. Immediately as the strip exits the coating bath, the molten zinc coating is subjected to an in‐line heat treatment that converts the entire coating to a zinc‐iron alloy. (The iron diffuses from the steel into the coating). The galvannealed surface has a non‐spangled matte finish. One of the primary attributes of the galvannealed coating is that the surface accepts paint very readily. It can be painted without the application of a pretreatment, although a pretreatment will enhance the performance after painting. Other attributes are the zinc‐iron alloy coating can be welded more easily than galvanized and the coating is harder than a galvanized coating and is thus more resistant to scratching and manufacturing damage. During fabrication there is almost always some degree of powdering of the coating. For this reason, typical galvannealed coatings are thinner than most galvanized coatings. Additionally the coating is less reactive when exposed to the atmosphere, and as a result, the dissolution that occurs during corrosion occurs more slowly than for a galvanized coating. Galvannealed steel sheet can be readily post‐painted, and is not intended to be pre‐painted. The brittle nature of the coating makes forming after painting a difficult task to avoid degradation of the corrosion performance in subsequent service. Galvannealed sheet is specifically designed to be used in the painted condition. It can be joined by various methods including riveting, soldering, welding, spot welding and adhesives. For more info on Galvanneal visit http://www.galvinfo.com/ginotes/GalvInfoNote_1_3.pdf
ASTM Specifications ASTM Designation A924 outlines the general requirements for carbon steel sheet metal coated by the hot‐dipped process. A924 designates tolerances for thickness, width, camber, shape, etc.
ASTM Designation A653 outlines the general requirements for the hot‐dipped coated galvanized steel or zinc‐iron alloy‐coated galvannealed sheet. Included in this specification are steel chemistry requirements and typical mechanical properties of the various metallurgical grades. ASTM A653 also includes the coating weight requirements for the different coating designations.
Coating Thickness Coating thickness is measured as the coating weight in ounces per square foot. For example the coating designation G‐90 specifies there is a minimum coating weight of .90 ounces per square foot on both sides of the sheet. For more info on zinc coatings visit http://galvinfo.com/ginotes/GalvInfoNote_1_6.pdf
Surface Treatment The “chem‐treat dry” surface treatment consists of an application of a thin, invisible, corrosion inhibiting, inorganic, chemical film on the zinc surface. This film is applied at the galvanizing line by dipping into an aqueous solution of corrosion inhibiting chemicals. The chemically treated surface is much more resistant to “white rust” ‐ the corrosion of zinc that typically occurs in humid conditions during storage or transportation.

LS600LDxx Leak Sensor Specifications
Secondary Containment Leak Sensor
Product Description
The LS600LD float-actuated leak sensor provides secondary containment leak detection for above ground and underground storage tank applications. The sensor assembly may be suspended at the desired point of actuation via the sensor cable and compression fitting, or allowed to rest at the bottom of the containment area being monitored. The compact size and favorable displacement properties of the LS600LD make it ideal for monitoring shallow liquid levels. The LS600LD Leak Switch is available with a Buna-N or stainless steel float for monitoring in most petrochemical and chemical storage tank applications. The LS600LD optionally supports Pneumercator’s FAULT-DETECT supervised wiring technology, which automatically detects field wiring faults when connected with a TMS series controller.
