About this file
This is a Justification and Approval (J&A) document under FAR 12.102(a) for single source/brand name procurement by the U.S. Army Corps of Engineers (USACE), Walla Walla District.
The requiring activity at Dworshak Dam (located in Ahsanka, ID) seeks procurement of Schneider Electric Square D Model 6 Motor Control Center (MCC) breakers and breaker shunt trips to provide backup power to the transformer emergency deluge system. The determination addresses a firm-fixed price, brand name requirement for Eaton Cooper B Line cable tray equipment as part of this emergency system with load shed. The MCC parts replacement and cable tray cost is estimated at $2,800 (below the simplified acquisition threshold), with total contract cost for all material and equipment anticipated at approximately $50,000. This procurement requires a new supply contract funded with small cap Hydro funds. The justification relies on Title 41 U.S.C. §1901(e)(2) as implemented in RFO 12.102(a) for commercial products and services. The government's rationale centers on standardization—over 18 MCCs and switchboards of this model are currently operational at Dworshak National Fish Hatchery and the Powerhouse. The document provides detailed cost analysis demonstrating that procuring non-standard equipment could result in cumulative financial impact ranging from $573,000 to $1,335,000+, accounting for training costs ($6,000–$30,000), test equipment ($12,000–$60,000), spare parts inventory increases ($15,000–$75,000), downtime and lost generation revenue ($10,000–$100,000+ per event), fish production loss ($525,000–$1,050,000 per 10% event), and administrative overhead ($5,000–$20,000 annually). Market research indicates multiple small businesses can quote on this action. The document is signed by Brooks Prather (Electrical Engineer) and Kristin Hyde (Contracting Officer) on July 8, 2026.

RFO FAR 12.102(a) Decision Document for Single Source/Brand Name
1. Requiring Activity: U.S. Army Corps of Engineers (USACE), Walla Walla District (NWW), Dworshak Dam (DWA), 1428 Northfork Drive, Ahsanka, ID 99362.
2. Contracting Activity: U.S. Army Corps of Engineers (USACE), Walla Walla District (CENWW-CT), 201 North 3rd Avenue, Walla Walla, WA 99362.
3. Description of Action: The U.S. Army Corps of Engineers (USACE), Walla Walla District, requires the procurement of Schneider Electric Square D Model 6 Motor Control Center (MCC) breakers, and breaker shunt trips to provide backup power to the transformer emergency deluge system at Dworshak Dam and Reservoir. This procurement requires a new supply contract and will be funded with small cap Hydro funds. This J&A is only for a portion of the overall contract.
4. Description of Supplies/Services: This determination pertains to a firm-fixed price, brand name requirement for Eaton Cooper B Line cable tray equipment. The cost of this procurement is part of the overall MCC parts replacement and cable tray cost, estimated at $2800, which is below the simplified acquisition threshold. The total contract cost for all material and equipment is anticipated to be approximately $50,000.
5. Authority Cited: Title 41 U.S.C. §1901(e)(2) as implemented in RFO 12.102(a), restricting competition under the authority of the acquisition of commercial products and commercial services.
Reason for Authority Cited: The financial impact of non-standardization on a project like the Dworshak Project can be significant and wide-ranging. Below is a breakdown of the potential costs associated with deviating from the Schneider Square D Model 6 MCC standard:
1. Training Costs o Formal manufacturer training for electrical personnel can range from $1,500 to $5,000 per technician, depending on the manufacturer and course location.
o If 4–6 technicians require training, total training costs could reach $6,000 to
$30,000 per training cycle.
o Additional costs for updated SOPs, LOTO documentation, and one-line diagram revisions could add another $5,000 to $15,000 in labor and administrative hours.
2. Test Equipment Costs o Specialized diagnostic and relay testing equipment compatible with a new
MCC system can cost between $10,000 and $50,000 per unit, depending on complexity.
o Software licensing fees for proprietary diagnostic tools can add $2,000 to
$10,000 annually.
o Total test equipment investment could range from $12,000 to $60,000 upfront.
3. Spare Parts Inventory Costs o Maintaining a dual spare parts inventory (existing Schneider Square D Model
6 parts plus new MCC parts) could increase inventory carrying costs by 30– 50%.
o A typical MCC spare parts inventory for a facility of this size is valued at approximately $50,000 to $150,000. A 30–50% increase represents an additional $15,000 to $75,000 in inventory investment.
o Specialty or proprietary parts for a non-standard MCC may carry 20–40% price premiums over standardized components due to limited supplier competition.
4. Emergency Repair and Downtime Costs o Extended repair timelines resulting from unavailable or back-ordered non-standard parts can result in equipment downtime of days to weeks rather than hours.
o For a hydroelectric power generation facility, lost generation revenue during an unplanned outage can range from $10,000 to $100,000+ per day, depending on power output capacity and market rates.
o Emergency procurement of non-standard parts often incurs expedite fees of 25–50% above standard part pricing, plus overnight freight costs that can range from $500 to $5,000 per shipment.
5. Fish Hatchery Production Loss o This is arguably the most significant financial and mission impact:
o Dworshak National Fish Hatchery produces approximately 3.5 million steelhead smolts annually, representing a substantial federal investment.
o The estimated cost to raise a single steelhead smolt to release size is approximately $1.50 to $3.00 per fish [1].
o A catastrophic loss event affecting even 10% of annual production (350,000 fish) could represent a direct financial loss of $525,000 to $1,050,000.
o Beyond direct production costs, fish loss carries broader ecological, treaty, and reputational consequences that are difficult to fully quantify but could trigger legal obligations and mitigation requirements costing millions of dollars.
6. Administrative and Procurement Costs o Managing separate procurement contracts, vendor relationships, and warranty terms for a non-standard MCC system adds administrative overhead estimated at $5,000 to $20,000 annually in staff time and procurement processing costs.
o Non-competitive or sole-source procurement situations for specialty parts may further drive costs up by 15–30% over competitive market pricing.
a. Summary of Estimated Financial Impact
Cost Category Estimated Range
Training Costs $6,000 – $30,000
Test Equipment $12,000 – $60,000
Spare Parts Inventory Increase $15,000 – $75,000
Downtime / Lost Generation Revenue $10,000 – $100,000+ per event
Fish Production Loss (10% event) $525,000 – $1,050,000 per event
Administrative & Procurement Overhead $5,000 – $20,000 annually
Total Estimated Impact $573,000 – $1,335,000+
b. Conclusion o The cumulative financial impact of procuring a non-standard MCC system at the Dworshak Project could conservatively reach $573,000 to over $1.3 million, with the potential for significantly higher losses in the event of a major equipment failure or fish production loss event. These figures strongly support the Government's position that maintaining Schneider Square D Model 6 MCC standardization is both fiscally responsible and operationally essential.

Background: The existing ESQ1 Motor Control Center at the Powerhouse of Dworshak Dam and Reservoir was recently replaced and a method for providing emergency power for the transformer fire deluge system was sought. This requires two Schneider Electric Model 6 MCC 300A breakers, and shunt trip modules as part of this emergency system with load shed.
Schneider Electric/Square D MCC cabinets and switchboards are the standard at the Dworshak National Fish Hatchery and Dworshak Powerhouse. At these projects there are currently over 18 MCCs and Switchboards of this model and style in operation. The existing ESQ1 Motor Control Center at the Powerhouse of Dworshak Dam and Reservoir was recently replaced and a method for providing emergency power for the transformer fire deluge system was sought. This requires two Schneider Electric Model 6 MCC 300A breakers and shunt trip modules as part of this emergency system with load shed.
Alternatives:
There are no acceptable breakers and shunt trip alternatives to use in our existing Square D MCCs. The rationale for our decision is based upon the criteria and justification outlined in section 6.b.
Impact if not approved:
Procurement of different style cable tray parts introduces additional costs to the Government and decreases efficiencies gained from standardization. For instance, Dworshak personnel will require additional training and different test equipment to perform maintenance and repair of other systems, and a larger variety of spare parts will be required to be stored and tracked in Dworshak’s size-limited warehouse.
As well, this would introduce unnecessary and unacceptable risk to reliable operation and timely repair of critical power generation/distribution and fisheries production systems.
