About this file
The document is a Sole Source Justification Form from the Illinois Office of the Comptroller (IOC) for a software maintenance contract with Alert IT Solutions. The contract covers maintenance for multiple ASG Technologies software products used in the IOC's mainframe environment, including ASG-TMON for CICS TS for z/OS, DB2 TCP/IP, z/OS, ASG-Zebb for z/OS, ASG-Zeke Scheduling for z/OS, and SQL Analyzer Feature for ASG-TMON/DB2. The contract is for a term from June 28, 2025, to June 30, 2026, with a total value of $215,362.85 and no potential renewals.
The contract is being pursued as a sole source procurement due to the proprietary nature of the software and the extensive integration with the IOC's existing mainframe systems. The IOC has been using these ASG Technologies software products for over 10 years and argues that switching to an alternative solution would be costly, time-consuming, and potentially disruptive to state revenue collection. The funding will come from state appropriated funds, and the price was negotiated based on actual software usage, transaction monitoring, and operational hours. The justification emphasizes the critical nature of maintaining continuous system support and compatibility with existing hardware and applications.

Section VI - Business Rationale
1. Provide a detailed explanation of the need for the supplies or services:
Maintenance is needed for this software product. The software is needed for the IOC's mainframe and is utilized on the present hardware. The software provides a complete performance management system that provides a comprehensive solution for monitoring every area of mainframe activity. ASG Technologies software products are mainframe utilities used by the IOC to support mainframe applications. TMON for CICS is a tool used to monitor the CICS environment. It assists with performance tuning and problem analysis.
The maintenance being procured entitles the user to continued and uninterrupted use of the product, software upgrades and patches, and technical support via phone and web. Technical support is available 24-hours during the normal work week; emergency support is available 24 hours a day, seven days a week; online support is available 24 hours a day, seven days a week, including holidays.
2. Provide a list and describe in detail the specifications required to satisfy the need:
Maintenance is required for the following software products from ASG Technologies Group: ASG-TMON for CICS TS for z/OS; DB2: TCP/ IP; z/OS; ASG-Zebb for z/OS; ASG-Zeke Scheduling for z/OS; SQL Analyzer Feature for ASG-TMON/DB2
3. Provide detail explaining the justification selected in Section IV to explain why the requested supplies or services are the only ones available that can satisfy the agency or university requirements?
ASG products are proprietary. ASG Technologies Group software products are mainframe utilities that have been used by the IOC to support mainframe applications for over 10 years. The IOC must have access to these proprietary products and services to ensure systems remain operating without any interruptions and to maintain compatibility between older and new hardware.
4. What are the unique features of the supplies or services that are not available in any other product or by any other vendor? Provide specific quantifiable factors/qualifications:
Extensive programming of interfaces and upgrades have occurred over the years to ensure these software systems are operating to support the IOC's mainframe applications properly. To ensure IOC's ability to maintain software support/maintenance on mainframe systems and utilities, ASG's software products must be utilized for ongoing maintenance and support of the existing system. New keys for the system must be obtained from ASG annually.

Bulletin Reference Number 25-360IOC-IOC36-B-48095
Requesting Agency/University Illinois Office of the Comptroller
5. Has the Agency or University considered alternative supplies or services to satisfy their need? Yes No
5a. If no, why weren't alternatives evaluated?
IOC is responsible for ensuring the mainframe environment and mainframe utilities remain stable and reliable. To ensure that stability and reliability, IOC must continue to procure the software, maintenance and support from ASG to ensure continuity for the agency mainframe applications. Application developers and analysts rely heavily on this resource in their efforts to enhance and maintain their custom mainframe applications. The ASG software and maintenance must be utilized until such time the functionality provided by this software is no longer practical or cost effective for the IOC.
6. Are there resellers or distributors?
Yes No N/A
7. What efforts were made to get the best possible price (i.e. did the agency/university negotiate) and how did you determine the price for this purchase is considered fair and reasonable?
The cost of this maintenance package was negotiated. A determination that the price was fair and reasonable was based on actual usage of the software, the number of transactions that the software would monitor and hours of operation associated with this software as well as cost savings associated with minimizing a potential disruption in service. Also, price is consistent with previous packages including anticipated cost increases.
8. Will this purchase obligate the State to this vendor for future purchases such as maintenance, licensing or continuing need?
Yes No
9. What will be the financial or other impact to the State if this sole source is not approved and a competitive bid is required?
There would be a lack of system support for the current mainframe which would increase chance of major disruption which could cause serious disruption in the collection of substantial State Revenues. Moreover, the process of replacing these applications cannot be accomplished quickly or easily and requires significant funding and staff resources. It involves changes to business processes and methodologies; a complete redesign of the application; significant investments in software, IT hardware and infrastructure, training;
full-time commitment of staff resources to complete; and continued maintenance and support of the existing system during the conversion to a new support system. Converting to an alternative suite of mainframe utilities would not be considered to be a good expenditure of taxpayer dollars at this time. Until such time as the State determines this software is no longer effective or necessary, IOC must continue to procure the necessary maintenance and support to ensure this software is available and functions efficiently.
10. Is there any additional information you would like to add to justify this sole source?
No.
