TO: All Prospective Offerors
SUBJECT: Request for Proposal (RFP), Solicitation No. 80MSFC21R0001, for Mars Ascent Vehicle Integrated System (MAVIS)
You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Marshall Space Flight Center’s (MSFC) MAVIS solicitation. The principal purpose of this requirement is to provide the Design, Development, Test & Evaluation of multiple MAV units, and the design and development of Ground Support Equipment (GSE), including Mechanical (MGSE) and Electrical Ground Support Equipment (EGSE).
NASA will conduct this acquisition as a full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 336414 and the small business size standard is 1,250.
This competitive acquisition will result in a Cost-Plus-Fixed Fee contract, with a six-year period of performance.
The anticipated contract award date is February 2, 2022, with a February 25, 2022, contract effective date. The contract will be performed onsite at NASA MSFC and offsite at the Contractor’s facilities.
Potential offerors should pay close attention to all solicitation instructions; however, the following requirements list is summarized to assist in proposal development. Please note that this list is not exhaustive, and the solicitation terms and conditions and provisions in sections L and M take precedence:
1. Mandatory Qualifications Criteria located in Volume V will be utilized.
2. The Government will make available existing Installation-Accountable Government Property (IAGP) for onsite contract performance and Government Furnished Property (GFP) for offsite use at the Contractor’s facility as described in the RFP.
3. Review the information listed in the Preproposal Conference/Virtual Industry Day MSFC
Clause: 52.210-91.
4. Be advised, in accordance with provision MSFC 52.215-91, Offerors need to encourage their references to submit their Past Performance Questionnaires directly to the Contracting Officer prior to proposal due date.
