About this file
This is a Justification for Limiting Sources (LSJ) document for a micro-purchase acquisition by the Department of Veterans Affairs. The Rocky Mountain Regional VA Medical Center in Aurora, Colorado seeks to procure Mynd Immersive virtual reality (VR) digital therapeutic equipment for use in the Chronic Pain and Wellness Center (CPWC) under a Federal Supply Schedule (FSS) contract. The acquisition will be ordered against an existing FSS contract with an estimated value that is redacted in the document.
The specific items required include two units of MyndVR Mynd Essentials for Veterans (Clinic Version), four units of MyndVR Mynd Essentials for Veterans (Home Use/Direct to Veteran), and one CleanBox CX1 UVC Disinfection Unit. These items support the VA National Pain Management, Opioid Safety, and Prescription Drug Monitoring Program (PMOPP) Virtual Reality in Pain Management Teams initiative and will be integrated into the CPWC's multidisciplinary care model for chronic pain management in Veterans. The justification cites authority under Title III of the Federal Property and Administrative Services Act of 1949 and invokes the exception that only one source is capable of providing supplies or services at the required quality level because the supplies are unique or highly specialized. The document asserts that Mynd Immersive is the sole distributor for Mynd Immersive VR and the only known virtual reality platform capable of delivering a fully integrated, clinically aligned therapeutic ecosystem specifically engineered for Veterans' pain care, consolidating evidence-based programs from multiple independent clinical developers into a single VA-approved environment that no other vendor currently provides.

Attachment 1: Justification for Limiting Sources for Micro-Purchase Threshold up to the SAT
VHAPG Part 808.405-6 Limiting Sources Page 3 of 3 Revision: 02 Effective Date: 03/02/2026 Acquisition ID#: 36C259- 26-AP-3577 potentially incompatible components. It also minimizes duplicative spending, underutilized equipment, and unnecessary waste of federal resources.
Mynd’s platform incorporates programs from multiple developers, including Penumbra VR and AVRWell, while actively expanding its therapeutic library. Mynd continues to integrate new partners, including (Substance Use Disorder) and (Physical Therapy/Pain Neuroscience Education). This results in a unified platform drawing from four distinct clinical content sources, delivered through a single VR experience.
This integrated approach has meaningful implications for pain management teams. By consolidating diverse therapeutic content into one system, Mynd reduce the perceived need for multiple devices or proprietary applications to meet the varied needs of the pain population. This directly supports interdisciplinary workflows and lowers operational burden across High-functioning pain management teams (PMTs).
Mynd Immersive VR is the only known virtual reality platform capable of delivering a fully integrated, clinically aligned therapeutic ecosystem specifically engineered for the complex needs of Veterans’ pain care. Unlike general purpose VR systems, Mynd uniquely consolidates evidence based programs from multiple independent clinical developers into a single VA approved environment, enabling standardized, multimodal, interdisciplinary pain management that no other vendor currently provides.
