U.S. DEPARTMENT OF COMMERCE
National Oceanic and Atmospheric Administration Eastern Acquisition Division Norfolk Federal Building 200 Granby Street, Room 815 Norfolk, VA 23510
BRAND NAME DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))
NC-NS1000-21-01151
1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD) and National Ocean Service (NOS) Beaufort Lab
2. Description of supplies or services required to meet agency needs (including the estimated value).
This requirement is for the Replacement and installation of Trane HVAC air handling and compressor units with a total estimated value of $76,389.00.
3. Identification of the single source or the brand name to be solicited.
This is a brand name requirement for Trane HVAC units.
4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
□ Brand Name – This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs.
□ Compatibility to existing systems or equipment - The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement. The use of a different brand name can cause damage to the new and/or existing equipment, lower the usable life of the equipment, and cause performance issues. The use of a different manufacturer will not interface with existing equipment and will void all manufacturer’s warranties. The Beaufort Lab has a reasonable need for standardization and interoperability of its existing HVAC systems that will require a connection to the facilities control.
Obtaining a different manufacturer’s product would unacceptably delay the operational use of the facility and/or cause major malfunctions with the equipment, increasing the total cost, as well as resulting in a significant degradation in the accomplishment of its mission.
The Government would incur significant costs and delays associated with a nonconforming brand. The associated costs to sustain the inventory of parts and maintenance would significantly increase. Additionally, minimizing the different manufacturer’s equipment avoids incurring additional risks to the HVAC system’s operational availability. It is advisable to maximize the utilization of existing brand name equipment.
Additionally, it is recommended to avoid the significant operational burden and cost of having maintenance and engineering staff become proficient with the configuration, programming, commissioning, operation, and maintenance of controllers from different manufacturers.
Standardization reduces personnel training costs and decreases procurement costs related to additional equipment, maintenance, and support contracts for another manufacturer’s hardware and software, as well as the maintenance of an additional parts inventory. Maintaining multiple manufacturer’s equipment is inefficient and creates unnecessary work and overhead that increases the total costs of ownership and manpower costs.
5. Market Research.
There are multiple authorized resellers for Trane equipment and installation. Internet searches and GSA Advantage searches were completed, and previous contracts were reviewed.
6. Technical/Requirements Representative Certification
I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.

7. Determination
