About this file

This document is an Emergency Purchase Statement and Extension for a contract between the Illinois Department of Corrections (IDOC) and Protocol Criminal Justice, Inc. to provide a central computer system for continuous monitoring of committed felons and parolees. The original emergency contract was awarded on March 30, 2021 for $2,000,000 and was set to expire on June 27, 2021. IDOC is now requesting a 6-month extension from December 29, 2021 to June 30, 2022 for an additional $4,500,000. IDOC plans to re-solicit a Request for Proposal (RFP) for this service, but needs the extension to ensure a smooth transition of data to a new vendor, if different from the current provider.

The emergency extension is being funded through state appropriated funds. The original justification was the need for continuous offender monitoring services, and the extension is needed to allow time for IDOC to complete the new RFP process and transition to a new provider, if required. IDOC concluded the previous RFP should be cancelled due to the long-term financial impact, and the agency leadership will revisit the RFP language before reposting.

Describe the scope of the original emergency (supply, service, etc.):

The Vendor provides a central computer system which will receive, store and immediately disseminate the date generated by the monitoring equipment to designated IDOC personnel through IDOC's system of record. The systems runs continuously and is monitored by the Vendor on a 24 hours per day, seven days per week basis. IDOC will not purchase equipment for use by the Vendor.

The vendor maintains all equipment and systems necessary to provide the requested services. The contract will ensure the committed felons and/or parolees have continuous monitoring.

Describe the scope of the extension (supply, service, etc.). Show justification for extending the original emergency contract, and explain why the extension need cannot be met through a competitive process:

This is to extend the current emergency extension from 12/29/2021 to 6/30/2022 or six months. IDOC plans to re-solicit the Request For Proposal (RFP) with Bid #B-23785. IDOC concluded to cancel the said bid. This is based on financial long term impact to IDOC. The leadership of IDOC will revisit the RFP language and will repost the RFP. Due to complexity of the contract even after IDOC awarded the contract to the new Vendor, if different from the current Vendor, IDOC would like to ensure a smooth transitions of data to the new Vendor. This will need more time of transitions from one web-based to another.

Term of emergency procurement shall not exceed 90 days. Contract may be extended beyond 90 days if CPO determines additional time is necessary; however, prior to execution of extension, CPO must hold a public hearing and provide written determination
