About this file

This Emergency Purchase Statement, issued by the State of Illinois Chief Procurement Office for General Services on March 11, 2026, documents an emergency procurement by the Illinois Office of the Comptroller (IOC) to engage Gartner, Inc. for critical services related to the Statewide Accounting Management System (SAMS) Modernization Project. The emergency procurement was authorized under 30 ILCS 500/20-30(a) to ensure the integrity of state records, with Gartner selected based on its existing partnership with the IOC during the ongoing modernization initiative and expertise in data conversion methodology.

Gartner will provide expert guidance for cut-over and data conversion oversight planning and execution, with a dedicated Cut-over and Data Conversion Lead serving as an active member of the SMOD project team. The vendor will support business continuity, data mapping, mock conversion validation, and post-conversion data integrity verification, with bi-weekly progress reports to the SMOD Project Manager and stakeholders. The contract is valued at $198,000 in actual expenditure, funded through state appropriated funds, with a start date of March 12, 2026 and an estimated end date of June 9, 2026, providing uninterrupted access to vendor services for a 90-day period. No existing state contract was available for these specialized services, and the IOC determined that leveraging NASPO master contract pricing was preferable to a stand-alone procurement due to cost advantages, though completion of the new NASPO participating addendum delayed this approach.

Reason for selection of this particular vendor:

The Illinois Office of Comptroller (IOC) has partnered with Gartner during segments of the ongoing Statewide Accounting Management System (SAMS) Modernization Project (SMOD). A previous contract was entered into via a National Association of State Procurement Officials (NASPO) master contract and corresponding participating addendum that has since expired.

Utilizing the NASPO master contract allowed for shorter term engagements that were tailored to meet the immediate needs of the IOC in terms of both scope and length of the engagements.

Following a period in the project timeline, the IOC now needs to re-engage Gartner to utilize its expertise in data conversion methodology and practice to ensure that the required data conversion is completed within the IOC's condensed project timeline window. The IOC was previously informed that the Department of Innovation and Technology has been working with Gartner on a new participating addendum to allow utilization of the current NASPO master contract since January 2026. The IOC determined that waiting for the completion of the participating addendum was preferred over a stand-alone sole source procurement due to the ability to leverage the economies of scale cost advantages provided by NASPO pricing. However, completion of the participating addendum to engage the NASPO master contract is taking longer than anticipated and the need for cut-over and data conversion services is now imminent, necessitating the need for an emergency procurement.

Gartner is honoring the NASPO pricing for this emergency contract.
