About this file

This document is a Department of Veterans Affairs Sole Source Award Decision for the Rocky Mountain Regional VA Medical Center. The procurement involves replacing 13 Codonics Safe Label System (SLS) units with specific line items including the SLS 550i system, administration tool software license, installation, warranty, and advanced smart scanning feature. The total acquisition is valued under the Simplified Acquisition Threshold ($350K) and is justified by the system's unique compatibility with the Omnicell medication cabinet platform and Federal Electronic Health Record Modernization (FEHRM) initiative. Market research confirmed Codonics Inc. as the sole manufacturer, with no alternative vendors identified through searches of Small Business Administration, GSA, FPDS, and SAM.gov platforms. The document highlights that other VA Medical Centers previously switched to Codonics due to critical compatibility issues with previous Epson printer systems, particularly regarding integration with the Oracle Cerner electronic health record system.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The Rocky Mountain Regional VA Medical Center relies on the Codonics Safe Label System (SLS) as a critical component of its medication safety infrastructure. Codonics SLS is the only solution engineered to seamlessly integrate with both the Omnicell medication cabinet platform and the Federal Electronic Health Record Modernization (FEHRM) initiative.

This system uniquely provides:

Final concentration data directly on the medication label, enhancing clinical accuracy and patient safety.

Scannable product barcodes for validation, ensuring compliance and traceability.

FDA approval for use in healthcare environments, meeting rigorous safety and performance standards.

Full alignment with Joint Commission requirements, supporting accreditation and quality assurance.

The Omnicell platform utilizes proprietary, patented, and trade-secret technologies for secure medication storage and dispensing. Codonics is the sole authorized manufacturer capable of producing labeling systems that integrate with Omnicell and FEHRM. No other vendor offers this level of compatibility, regulatory compliance, and operational reliability.

Other VA Medical Centers previously used the Omnicell Epson printer system but had to switch to Codonics due to critical compatibility issues. The Epson printers were not compatible with the Oracle Cerner electronic health record system, creating a significant barrier to safe and efficient medication labeling. This incompatibility posed risks to clinical workflow, regulatory compliance, and patient safety. Codonics, by contrast, offers full integration with Oracle Cerner, ensuring seamless operation across platforms and enabling the VA to meet stringent federal modernization standards.

4. Description of market research conducted and results or statement why it was not conducted:

Market research included a search of the Small Business Administration’s Small Business Search (SBS), GSA, FPDS, and SAM.gov using keywords “Codonics Safe Label System” to identify potential vendors. FPDS search resulted in one (1) vendor: Codonics Inc (SB). On 12/02/2025 Sources Sought, 36C25926Q0122, was posted with zero (0) vendor response. On 12/02/2025, the Contract Specialist reached out to Codonic Inc (SB, Manufacturer). Daniel Conde, Codonics’ Director of Regional Sales, responded that they are the manufacturer and sole source provider. The Codonics Safe Label System is manufactured and shipped from Cleveland, OH.
