Section M Evaluations Factors for Award:
52.212-2, Evaluation - Commercial Items (OCT 2014), significant evaluation factors are Key Resumes, schedule, past performance and cost. Key Resumes, past performance and schedule are significantly more important than cost. Quality, delivery, and customer service will be evaluated under past performance. The Government may make award without discussions; therefore, the offeror’s initial offer should contain their best pricing.
Award will be based on the best value to the Government considering the evaluation factors listed above. Best value may be determined using tradeoffs among the evaluation factors, so that award may be made to other than the lowest-priced or highest technically rated proposal. Please note that all offers which fail to furnish required representations and certifications or past performance information or reject the terms and conditions of the solicitation may be excluded from consideration for award;
Technical Factor - Key Resumes:
Project Site Manager and Geotechnical Engineer.
Project Site Manager resume must show at a minimum:
Five (5) years of experience overseeing federal construction contracts at military installations that are similar in size and scope to current requirement. Resume must show:
-Start and End Dates,
- Brief Description,
- Dollar Value,
- Period of Performance and
- A Point of Contact/ Reference
Project Geotechnical Engineer resume or firm portfolio must show at a minimum:
Five (5) years of experience in the field of geotechnical engineering and is licensed as a Professional Engineer in the State of Maryland. Resume must show:
-Start and End Dates,
- Brief Description, SICG028-25 Page 26 of 30
- Dollar Value,
- Period of Performance and
- A Point of Contact/ Reference
SCHEDULE:
Should include all milestones referred to in the statement of work. Contractor must provide a comprehensive master schedule that demonstrations the complete understanding of the scope and requirements, identifies the critical path, and provides aggressive but achievable timelines.
Key Resumes and Schedule will receive one of the following ratings:
Rating factors are Excellent, Good, Acceptable, Marginal and Unacceptable.
Rating Scale:
Excellent - The proposal meets requirements in all stated areas and exceeds requirements in many areas. The proposal contains several strengths most of which are significant, may contain minimal minor weaknesses which do not require discussions, and contains no deficiencies. Based on information provided, there is little doubt that the contractor demonstrates an exceptional understanding of the services required to exceed most contract requirements. The highest quality of contract performance is anticipated with little or no risk of unsuccessful contract performance.
Good- The proposal meets all stated requirements. The proposal contains strengths, some of which may be significant, may contain minimal weaknesses which do not require discussions, and contains no deficiencies. Based on the information provided, the contractor demonstrates a good understanding of the services required to exceed some contract requirements. There is a high probability of success with little risk of unsuccessful contract performance.
Acceptable - The proposal meets all stated requirements. The proposal may or may not contain strengths, whether significant or not and may contain some weaknesses that will not prevent successful completion of the contract and contains no deficiencies. Based on the information provided, the contractor demonstrates the minimum level of understanding of the services required to meet contract requirements. There is a fair probability of success with a moderate degree of acceptable
SICG028-25 Page 27 of 30 risk.
Marginal - The proposal does not make clear that it meets all stated requirements. The proposal contains deficiencies that could be addressed with changes to the proposal, and/or contains a number of significant weaknesses that may prevent successful completion of the contract, but could contain strengths. Based on information provided, there is doubt that the contractor understands the services required to meet the contract requirements. Requirement/services can be met only with major changes to the proposal. There is a low probability of success with multiple minor risks or one or more major risks that, if not mitigated, will likely impede successful performance.
Unacceptable - The proposal fails to meet the stated requirements. The proposal has one or more deficiencies, gross omissions, and/or significant weaknesses. The proposal demonstrates the contractor's failure to understand much of the scope of work necessary to perform the required tasks, failure to provide a reasonable, logical approach to fulfilling much of the government's requirements or failure to meet many requirements in the solicitation. One or more areas would have to be completely revised in order to attempt to make it other than unacceptable. Proposal presents an unacceptably high degree of risk to successful contract performance.
Past Performance
PAST PERFORMANCE – Contractor must have 7 years of experience plus performing construction and Geotechnical Engineer design work with federal, state, or local government property.
Contractors must identify previous federal, state, and local government contracts that they have completed and that are similar size, value, and type to the contract being evaluated.
Contractor shall submit three projects executed that have similar features of work. The three projects submitted must be self-performed and within the last 3 years for evaluation. The Government may use data from the Past Performance Information Retrieval System and through interviews with personnel familiar with the contractor and their current and past performance.
Past Performance will receive one of the following confidence ratings:
Substantial Confidence: Based on the offeror’s performance record, the Government has high expectation that the offeror will successfully perform the required effort.
SICG028-25 Page 28 of 30
Satisfactory Confidence: Based on the offeror’s the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Limited Confidence: Based on the offeror’s performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
No Confidence: Based on the offeror’s performance record, the Government has no expectation that the offeror will be able to perform the required effort.
Unknown Confidence (Neutral): No recent/relevant performance record is available, or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.
Price.
Proposals will be evaluated to determine if they are fair and reasonable.
