About this file

This is a Statement of Objectives (SOO) for the rental of two mobile shower facility trailers to support the Patriot North 2026 domestic operations exercise at Volk Field Combat Readiness Training Center (CRTC) in Camp Douglas, Wisconsin. The Government requires two 8-stall shower trailers, each capable of supporting 25 personnel per day with individual shower stalls, sinks, and changing areas or rooms. Each trailer must include water-heater systems with adequate hot-water recovery capacity to maintain continuous hot water during high-volume usage typical of military field exercises, while preventing temperature drops during peak usage periods.

The contractor must deliver both trailers no later than August 17, 2026, with complete setup including leveling, stabilizing, and connection to Government-provided power, clean water, and gray water hookups. The rental period covers the exercise duration from August 18 through September 2, 2026, with removal and transport to occur no later than September 3, 2026. The trailers must be structurally sound, weather-resistant, suitable for outdoor placement, and include proper drainage, ventilation, interior lighting, and climate control. All electrical systems must comply with state and federal safety standards including GFCI protection, and units must meet Wisconsin sanitation regulations for temporary shower facilities. The contractor is responsible for providing a point of contact throughout the rental period, on-call maintenance support with a maximum four-hour response time, joint inspections upon delivery and prior to removal, maintaining appropriate insurance coverage, and ensuring trailers remain fully operational, sanitary, and safe. Questions should be directed to the Volk Field Contracting Office at WI.CRTC.VF.Contracting@us.af.mil.
