About this file

This file is a Design Exception and Design Variation document issued by the Florida Department of Transportation (FDOT) for Escambia County's Lanier Drive Sidewalk Project (FDOT Financial Project ID 444222-2-58-01). The document requests approval for a shoulder width design variation on Lanier Drive extending from Toni Street (Station 10+35) to Creighton Road/State Road 742 (Station 28+00), spanning approximately 1,765 linear feet as part of a Safe Routes to School sidewalk initiative serving Holm Elementary School and Workman Middle School. The project involves extending sidewalk along the west side of Lanier Drive with a design speed of 40 MPH and Average Daily Traffic exceeding 4,200 vehicles. The design variation seeks to reduce the minimum sidewalk offset from the FDOT-standard eight feet to as low as two feet in certain segments (Station 10+35 to Station 20+00) due to limited right-of-way constraints, while the remaining segment (Station 20+00 to Station 28+00) will maintain the standard eight-foot to eighteen-foot offset. The document, dated June 9, 2023, and signed by responsible professional engineers, includes typical section packages detailing proposed shoulder widths and construction limits.

The design variation request is justified by documented right-of-way limitations that preclude meeting the Florida Greenbook's minimum shoulder width criteria. An alternative design utilizing curb and gutter with a six-foot sidewalk was evaluated but rejected due to adverse drainage impacts and inadequate topography that would restrict off-site drainage patterns and create drainage issues on adjacent private property; acquisition of additional right-of-way is prohibited under FDOT Safety Projects. Crash history review from 2015 through 2023 identified nine reported incidents along the corridor, including one non-intersection run-off-the-road crash near Station 11+30 and a 2017 bicycle crash involving a 15-year-old that could potentially have been mitigated by the proposed sidewalk. The document indicates efforts will be made to maximize shoulder width where feasible while accommodating utilities and other roadside constraints, with typical section drawings provided showing construction details and limits for the two distinct segments of the project.

The subject Safe Routes to School Sidewalk Project (FDOT Safety Project) is planning to extend sidewalk along Lanier Drive from Toni Street (STA 10+35) to Creighton Road (STA 28+00), for an overall length of

1,765 linear feet. Per the FDOT Florida Greenbook, the minimum sidewalk offset from the roadway should be the grass shoulder point (or eight feet for Lanier Drive). Due to limited right-of-way, it is requested that the effective shoulder width (sidewalk offset) between STA 10+35 and STA 20+00 be reduced to less than eight feet. Recent crash history revealed one non-intersection run-off-the-road crash in this segment, and a bicycle crash that may have been mitigated by the subject sidewalk. Despite this requested deviation from criteria, every effort will be made to widen the shoulder (and offset the sidewalk) as much as possible, in consideration of available right-of-way, utilities and other constraining features.

Project Purpose:

The purpose of the subject project is to extend the exisng sidewalk system serving Holm Elementary School and Workman Middle School. This project is being completed as a FDOT Safety Improvement Project, as part of the FDOT’s Safe Routes to School Program. The project will be a Local Agency Program project, which will be let by Escambia County.

Sidewalk was formally requested for installaon along the west side of Lanier Drive from Toni Street to Creighton Road. The approximate staon limits where sidewalk is planned for installaon to achieve this sidewalk extension are from STA 10+35 to STA 28+00, for a total length of approximately 1,765 linear feet (LF).

Design Variaon Request:

Per the governing standards [FDOT’s 2018 Manual of Uniform Minimum Standards for Design, Construcon and Maintenance for Streets and Highways (aka Florida Greenbook)], ideal sidewalk placement from a roadway is defined in Chapter 8. The minimum sidewalk offset is related to roadway shoulder width, and the offset of some of the proposed sidewalk segments will not meet the minimum suggested offset. This is due to the limited right-of-way along the corridor. This Design Variaon is therefore being requested to permit an effecve narrower shoulder width to allow the sidewalk to be installed closer to the edge of pavement of Lanier Drive.

Criteria:

The Florida Greenbook, Chapter 8, Secon C.2.a defines the criteria for placement of sidewalk in the order of desired criteria as follows:

2018 Florida Greenbook Design Exceptions and Variations, May 28, 2019 Page 3

The Florida Greenbook, Table 3-21 (Minimum Shoulder Widths for Flush Shoulder Highways) defines the shoulder width for Two Lane Undivided facilies as follows:

As the Average Daily Traffic along Lanier Drive exceeds 750 vehicles, the minimum shoulder width for Lanier Drive is eight feet, which is the minimum sidewalk offset that should be provided considering the aforemenoned criteria.

Proposed Design:

As reflected in the atached Typical Secon Package, the right-of-way available along Lanier Drive will support the following typical shoulder widths / sidewalk offsets (with isolated adjustments for intersecons and to avoid ulity conflicts):

Staon Limits: Shoulder Width / Sidewalk Offset Ancipated from Edge of Pavement:

STA 10+35 to STA 20+00 (965 LF) Varies: 2 – 8 feet STA 20+00 to STA 28+00 (800 LF) Varies: 8 – 18 feet

Proposed Criteria:

The proposed criteria for this project is to permit the minimum sidewalk offset (or effecve grass shoulder point) to be less than eight feet, between STA 10+35 and STA 20+00.

Alternave Design Evaluaon:

Installing an urban sidewalk design consisng of curb and guter at the edge of pavement bordered by six-foot wide sidewalk was considered through the subject limits to alleviate the need for meeng a minimum shoulder width (sidewalk offset). Based upon the survey data collected for the project, the ground elevaons at the right-of-way were slightly higher than those at the edge of pavement, but only by a couple of inches, on average. This shows that the roadside is effecvely flat, but the roadside drains to the road. Installaon of curb and guter with six-foot

2018 Florida Greenbook Design Exceptions and Variations, May 28, 2019 Page 4 wide sidewalk will effecvely result in the back of sidewalk being six inches higher than the edge of pavement, or generally about four inches higher than the ground elevaon at the right-of-way along the west side of Lanier Drive. This will not only present issues with regrading but moreover it will interfere with drainage paterns as the sidewalk system will restrict off-site drainage and current paterns, leading to drainage issues on private property. Insufficient right-of-way exists within these limits to permit the construcon of a swale to intercept and reroute these drainage paterns. Acquision of addional right-of-way is not permited with FDOT Safety Projects. The limited right-of-way in combinaon with inadequate topography restricted further consideraon of this alternave.

Safety Review:

A review of all available reported crashes along the enre subject corridor was completed. All available long form and short form crash incidents reported since the beginning of 2015 and as available in the Signal 4 Analycs Database, were reviewed. A total of nine crash reports were available and they are summarized in the following table.

Date Time Approx.

5/29/16 8:18 AM 11+30 Southbound vehicle ran off roadside and struck garbage cans (Hit & run)

3/3/17 5:38 PM 16+60 Southbound vehicle sideswiped a southbound bicyclist (15 years old) (Hit & run)

4/20/18 6:24 PM 23+30 Eastbound read end at Burgess Road intersecon 3/11/20 3:26 PM 28+80 Northbound rear end in le turn lane at Creighton Road intersecon 6/24/21 8:07 AM 16+80 Vehicle hit stop sign at John Carroll Drive intersecon (Hit

Between STA 10+35 and STA 20+00 there was one non-intersecon lane departure crash involving a vehicle striking trash cans near STA 11+30. As the vehicle struck garbage cans then fled, it does not appear that a significant deviaon from the edge of pavement occurred. Within this area, the preliminary sidewalk offset is ancipated to be approximately seven feet.

Addionally, a bicycle crash occurred in 2017 and involved a 15-year-old bicyclist being sideswiped by a southbound vehicle. The planned sidewalk may have migated this crash if it was used by the bicyclist.

2018 Florida Greenbook Design Exceptions and Variations, May 28, 2019 Page 5

Conclusion:

The purpose of this Design Variaon is to permit the installaon of sidewalk such that it deviates from the minimum desired offset of eight feet (grass shoulder point) for a segment of the Lanier Drive Sidewalk Project. The overall length of the project is 1,765 feet, and within a 965-foot segment (from STA 10+35 to STA 20+00), the available right-of-way width along Lanier Drive will restrict the shoulder width (sidewalk offset) to less than eight feet.

Despite this requested deviaon from criteria, every effort will be made to widen the effecve shoulder (and offset to the sidewalk) as much as possible, in consideraon of available right-of-way, ulies and other constraining roadside features.
