The Federal Bureau of Investigation (FBI), Procurement Section, is issuing this Request for Quotation (RFQ) to solicit ISO 17025 certified service providers, for the purpose of procuring calibration and maintenance services for the Laboratory Division (LD). This contract will consist of one (1) base year and four (4) possible/exercisable one-year option periods. This RFQ falls under FAR Parts 12 and 13 and is a Total Small Business Set Aside.
NACIS Code: 811219 - Other Electronic and Precision Equipment Repair and Maintenance PSC: J066 - Maint/Repair/Rebuild of Equipment—Instruments and Laboratory Equipment Size Standard: $ 34,000,000.00
Contractors interested in competing for this effort may participate by submitting quotes in accordance with the procedures set forth in this RFQ. All quotes shall be firm-fixed-priced.
Quotes shall be valid for at least 30 days after the closing date of the solicitation.

1.0 GENERAL INFORMATION
This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
Interested parties are responsible for monitoring this site to ensure they have the most up to date information about this acquisition. No partial quotes will be considered, and no partial awards will be made.
This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-06. This requirement will be awarded on an all or none basis as a commercial purchase under procedures at FAR Parts 12 and 13.
This solicitation is being issued as a Request for Quotation (RFQ) and is being conducted as a total set-aside for small business concerns. Any quote that is submitted by a contractor that is not a small business concern will not be considered for award.
Contractor shall be ISO 17025 certified to perform calibration and maintenance services on both single channel/repeater pipettes and multi-channel pipettes. Only contractors who are ISO 17025 certified will be considered. Certificate or authorization letter shall be submitted with quotation. Quotations submitted without proof of ISO 17025 certification shall be deemed unresponsive and shall not be considered.
2.0 SUPPLIES OR SERVICES
The FBI requests firm-fixed pricing for two on-site calibration and maintenance services to be performed at the FBI Laboratory located in Quantico Va., 22135. Exact address will be given to the awardee.
The Contractor shall be responsible for providing services agreed upon between the Contractor and the designated FBI Contracting Officer Representative (COR) in accordance with the attached SOW.
2.1 Contract Line-Item Number (CLIN) Structure
The CLIN structure for this contract shall be as stated below. Please do not include pricing on the below chart. Contractors shall submit quotes using company letterhead.
Note: Quantities listed below are estimated and may increase depending upon the needs of each unit within the LD. Should this result in additional trips to the Laboratory, this expense will be considered Other Direct Costs (ODC) and contractor shall submit an invoice for this service separately. ODC estimated costs are not to be included in the quotation submission.

3.0 SPECIFICATIONS
This contract provides calibration and maintenance for pipettes used to process DNA. The equipment must meet International Organization for Standardization (ISO) and International Electrotechnical Commission (IEC) regulation 17025, as required by the quality management system for the FBI Laboratory.
Contractor shall be ISO 17025 certified and provide all calibration and maintenance services as described in the attached SOW. Certificate or authorization letter shall be submitted with quotation. Quotations submitted without proof of ISO 17025 certification shall be deemed unresponsive and shall not be considered.
This is a non-personal services contract. The Government shall not exercise any supervision or control over contractor employees performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn, is responsible to the Government.
3.1 TRAVEL EXPENSES
All travel under this contract shall be included in the quotation and adhere to the Code of Federal Regulations; Federal Travel Regulations.
4.0 DELIVERABLES
The Contractor shall be responsible for providing the following deliverables per the attached Statement of Work (SOW):

5.0 PERIOD OF PERFORMANCE
The anticipated Period of Performance (POP) shall be a twelve (12) month base period, with four (4) potential exercisable twelve-month option periods.

6.0 SECURITY REQUIREMENTS
Access to Federal Bureau of Investigation (FBI) Locations Performance under this contract will require access to FBI locations to provide the necessary service, product, or perform some other official function of interest to the FBI.
U.S. Quantico Marine Corps (USMC) Base / FBI Laboratory Facilities:
Contractors who require escorted access, including short-term, intermittent, or infrequent access, to an FBI facility shall coordinate with the Contracting Officer Representative (COR) or Program Manager to schedule a day where the contractor will report to the USMC Base Quantico Visitor Control Center (VCC). The contractor will then be assigned a one-day pass, and proceed to the FBI East Gate VCC, where they will receive paperwork to enroll in the Defense Biometric Identification System (DBIDS).
Providing Deoxyribonucleic Acid (DNA) Sample for Elimination FBI employees, contractors, and service providers may interact with evidence or federal deoxyribonucleic acid (DNA) database samples in Laboratory Division (LD) space, or their work may require them to enter LD examination areas where evidence or DNA database samples are processed or examined. As a result, evidence may inadvertently become contaminated with their DNA. Per the Federal Bureau of Investigation Laboratory Elimination Deoxyribonucleic Acid (DNA) Database Policy Directive (1149D), LD is collecting DNA samples to identify FBI employees, contractor, or service provider DNA profiles in the event of sample contamination. A contractor or service provider funded by this procurement action is required to provide a DNA sample which will be processed for DNA and used to detect contamination on forensic evidence. The DNA results will be protected, i.e., anonymized, maintained in a secure database with controlled access, and used only by authorized DNA personnel for the sole purpose of detecting contamination. The remaining collected sample will be stored in a secure location for potential processing with future DNA technologies, if appropriate. If the contractor or service provider's DNA profile is detected during evidence analysis, it will be identified as sample contamination rather than reported as a possible perpetrator to law enforcement.
7.0 QUOTATION REQUIREMENTS
Quote shall be firm-fixed-price Services shall be performed on-site and come with a twelve (12) month warranty Quote shall include information regarding all service rates. This is to include rates for travel, non-contract labor rates, emergency labor rates along with an explanation regarding when and how the rates are applied.
Contractors supplying a quote shall provide information regarding what services are covered and not covered.
Contractor shall be ISO 17025 certified, please provide proof of certification.
Quotations submitted without proof of ISO 17025 certification shall be deemed unresponsive and not considered for this requirement.
Quotes shall be valid for 30 calendar days from closing of posting All shipping associated with this contract shall be FOB Destination to Quantico, VA.

Quote may be sent via your company’s standard quotation form but shall include the following information: Quotation No., Tax ID #, NACIS Code, UEI No., and Point of Contact with email and telephone information.
8.0 INVOICING REQUIREMENTS
All invoices shall be submitted through the electronic invoicing system, the Invoice Processing Platform (IPP). Contractor shall be registered in IPP. To learn more about IPP, please visit IPP.gov. Only invoices for services rendered under this agreement may be submitted in IPP.
All invoices are required to have a unique identifying non-duplicable number, and reflect the contract number, delivery order number, list of supplies, delivery date and contractor point of contact information (name, email, address, phone number, etc.).
It shall be the contractor’s responsibility to include the information required by this agreement on each invoice. If an invoice does not contain the above information, the Government reserves the right to reject the invoice as IMPROPER and notify the vendor within seven (7) days after receipt of the invoice. Resubmission of a PROPER invoice will be required.
Any requirement for resubmission for payment or contractor questions regarding payment should be directed to the COR or Agency Point of Contact under the agreement. All follow-up invoices (i.e., revised, resubmitted) shall be marked a s “REVISED”.
