“PIPETTE CALIBRATION”

SCOPE

The Contractor and Contractor’s personnel shall furnish all labor, test equipment, tools, transportation, and replacement parts to properly calibrate the stated number of pipettes. All work shall be performed within the FBI’s Laboratory building. Perform all work required to accomplish the calibration during the months of March and June, 2024.

BACKGROUND

The DNA Casework Unit (DCU) of the FBI Laboratory conducts forensic mitochondrial DNA analysis of evidence from criminal investigations. MtDNA sequencing is often used in cases where biological evidence is degraded or present in small quantities. The process involves: (1) extraction and purification of mtDNA from biological samples such as bones, hair, teeth, and blood; (2) amplification of recovered DNA utilizing the polymerase chain reaction (PCR); and (3) sequencing of the amplified DNA to determine the sample type. Each step involves pipetting quantities of reagents ranging from 0.5 µl to 10000 µl. It is critical that the pipettes used to aliquot these reagents be accurately calibrated. According to the DCU/FDDU Quality Assurance Manual and Standard Operating Procedure, pipettes shall be calibrated annually by an outside vendor and records of this service maintained.

REQUIREMENTS

The work assignments contemplated by this SOW are complex and precise. The Contractor shall assign professional, technical, and other personnel with the experience necessary to successfully complete this SOW. The Contractor shall have the personnel, organization, and administrative control necessary to ensure that the services performed meet all the requirements specified in the SOW. All technicians performing work on the FBI Laboratory premises shall be able to obtain a facility access clearance for escorted access. Before service technicians come on-site to perform preventative maintenance, they will be required to notify the FBI facility point of contact at least three working days in advance of their visit so access to the facility can be obtained.

All contractor staff shall, at a minimum, be able to communicate verbally and in writing, in English, at the high school graduate level, be able to understand and execute complex verbal and written instructions in English, be able to express complex issues verbally and in writing in English.

The Contractor or Contractor service technicians shall guarantee that all services performed under this contract are done in a professional workmanlike manner, and in accordance with industry general good practice. Contractor personnel are expected to conduct themselves in a professional and courteous manner at all times. Inappropriate conduct and/or substance abuse will not be tolerated and may be grounds for dismissal from this Task Order.

Pipette calibration/repair will be performed during normal duty hours 0700 – 1700 Monday through Friday, excluding weekends and Federal Holidays, during the months of March and June, 2021.

The Contractor’s service technicians will provide a detailed service report for each aspect of service they have completed and it will be signed by an FBI employee prior to the contractor departing.

The Contractor and its employees shall comply with the Federal Occupational Safety and Health Standards and rules, regulations, and orders pursuant to the “Occupational Safety and Health Act.”

The Contractor shall be responsible for any damage to Government property caused by its employees.

PERIOD OF PERFORMANCE

The period of performance for this SOW is that the pipette calibration be performed and completed during the months of March and June.

PERFORMANCE/TECHNICAL REQUIREMENTS:

1) Vendor shall be ISO 17025 certified.

2) Vendor shall perform the calibration on-site such that roughly half of the following pipettes are calibrated in March (by March 31, 2024) and the remainder are calibrated in June (by June 30, 2024):

845 single-channel/repeater pipettes

97 multi-channel pipettes

3) Vendor shall perform the annual preventive maintenance on each pipette in accordance with the manufacturer’s recommendations to include:

Change the Seals and O-Rings

Clean shaft while inspecting for scratches and splits

Check tip ejector mechanism

Clean piston while inspecting for scratches and corrosion

Evaluate micrometer

Inspect friction ring (if applicable) for splits or cracks

Check plunger operation

Perform gravimetric test and calibrate pipette if necessary

4) Vendor shall provide documentation of calibration to include manufacturer and type of pipette, serial number or other unique identification, date of calibration, result of calibration, instrumentation used in calibration, due date for next calibration, and identity of individual performing calibration.

5) Vendor shall offer a 12 month warranty on services provided, to include a return visit within that time period to repair broken or out of range pipettes.

Quote shall include information regarding all service rates. This is to include rates for travel, non-contract labor rates, emergency labor rates along with an explanation regarding when and how the rates are applied. In addition, vendors supplying a quote shall provide information regarding what services are covered and not covered.

EMERGENCY CONTACT EMPLOYEES

Emergency point-of-contacts and telephone numbers will be made available at contract award.

EVALUATION CRITERIA

The Government intends to award the maintenance service agreement based on Lowest Price Technically Acceptable (LPTA) after the technical requirements have been met. The following factors will be used for contractor selection, listed in descending order of importance: (1) Cost

(2) Technical Capability and (3) Past Performance.

Cost. All Quotes will be evaluated price first, and then technical. The Quoter with the Lowest Price will then be evaluated for Technical, and if Technically Acceptable, will be the awardee. If that Quoter is not Technically Acceptable, then the Quoter with the second lowest Quote will be evaluated for Technical, and if Technically Acceptable, will be the awardee. The process will continue until there is an awardee. Once an award is made, subsequent higher priced quotes will not be evaluated.

Technical Capability. Vendors shall demonstrate an ability to satisfy all of the performance/technical requirements listed in this SOW. Contractors shall obtain a security clearance for access to the Laboratory facility. Contractors are required to give the FBI facility point of contact three day notice prior to arrival to complete services. Contractor shall be a registered Small Business in the System for Awards Management, (SAM.gov) and the registration status shall be “active” in SAM. This information shall be verified by the evaluation team by searching the contractor’s UEI number in SAM.gov. If registration status is not active, the contractor’s submitted proposal shall be considered unresponsive and not considered for award.

Past Performance. This factor assesses the contractor’s ability to provide effective services.

Quotes shall demonstrate the contractor’s past performance by providing multiple references for work performed on similar equipment. Evaluators will contact these references to obtain information concerning past performance.

SECURITY REQUIREMENTS

The vendor is required to certify and calibrate specified equipment that does not contain classified information. Vendor personnel will be escorted by FBI personnel at all times. Vendor personnel are required to obtain Escorted access clearance to enter the Laboratory building to complete the required calibration and any necessary repairs to the pipettes.

A Contractor employee may also be removed where the continued employment of the Contractor employee in connection with the Government work is deemed, in the Government's sole discretion, contrary to the public interest, inconsistent with the best interests of security, or a potential threat to the health, safety, security, general well-being or operational mission of the facility and its population. The Contractor shall be responsible for providing replacement employees in cases where Task Order employees are removed at no additional cost to the Government.

Access to Federal Bureau of Investigation (FBI) Locations

Performance under this contract will require access to FBI locations to provide the necessary service, product, or perform some other official function of interest to the FBI. Requirements, as identified below, to include approval by the FBI's Security Division, shall be satisfied prior to access.

Contractors who will require escorted access, to include short-term, intermittent, or infrequent access, to an FBI facility shall complete an "Access of Non-FBI Personnel to FBI Facilities, Background Data Information Form," (FD 816), a "Privacy Act of 1974 Acknowledgment Form" (FD 484) and two Fingerprint Cards (FD 258). Completed forms should be provided to the assigned Contracting Officer's Representative (COR) at least 10 days prior to required access.
