Question Response

Other than the High Threat Security Overseas Seminar for

Contractors (HTSOS-C) course, is there a DOS course equivalent to the DOD CONUS Replacement Center (CRC) course required prior to deploying to Tunisia?

No.

Will this contract create a liability to pay Tunisian taxes? Please consult with your tax professional.

Is there a health examination requirement for US contractors?

No.

Is the “Prompt Payment” stipulation a requirement for the government to pay invoices within 30 days?

As stated in the solicitation on page 18, the Prompt Payment Act shall govern with invoice payments.

The State Department web site states that a VISA is required and will take a minimum of 90 days to obtain. If Key Personnel

(Project Manager) is required to be in-country with the COR, he will need a VISA. How will this be handled if there is only 30 days between award and deployment?

For U.S. passport holders, a visa is not necessary for stays up to 90 days. The longest deployment is estimated to be approximately 60 days in length. The

Project Manager is only required to be in country during training deployments.

There is a Host Government requirement that if a contractor stays longer than 90 days in-country that contractor must have a

Residents Permit issued by the Central Police Station of the

District residence. Does this have Host nation tax implications?

Will the Embassy help with registration?

For U.S. passport holders, a visa is not necessary for stays up to 90 days. The longest deployment is estimated to be approximately 60 days in length. The

Project Manager is only required to be in country during training deployments.

INL will not assist with the registration for Resident Permits.

Currently the State Department web site has a Travel warning advisory for Tunisia for US citizens; Will the Embassy provide security for the contractors who travel out to the five locations?

Will the contractor have to provide their own security? Will the

DGPR provide the security?

The State Department Travel Warning is for travel to southeastern Tunisia along the Libyan border as well as certain mountainous areas in the country’s west. All

Trainings will take place in the northeast regions of the country which are not under travel warning. No security will be provided nor is it required.

Will there be ITAR requirements and can they be finished in the time frame between award and deployment?

Without specifically knowning what the Contractor will recommend for training and eqiupment materials, the U.S. Government is unable to answer if ITAR will be required. The Contractor is responsible for the shipping, licensing, customs clearance, and any other cost incurred in procuring equipment under this contract--including whether there are any applicable ITAR requirements.

Is there an incumbent contractor performing similar support in

Tunisia?

No
