SFSIAQ16R0003_Facility Support Services: Questions and Answer Document
1. Does the Government have an anticipated number of awards for this IDIQ?
Answer: See section B.1-Intent to Award.
2. In reference to the above solicitation, you are asking for resumes for the Key Personnel, Key Program Manager and Alternate. As this solicitation is covered under the Service Contract Labor Standards, formerly known as SCA, and as such requires incumbent personnel to have first right of refusal for these positions, can you alter this requirement for resumes? Clearly, we can find qualified candidates for these positions, but the likelihood of actually hiring them is slim as the incumbent employees currently filling these positions would have the best chance of filling these positions. Thus, the added cost of finding candidates with a slim possibility of hiring is burdensome to those that may have hope to fill these positions.
Answer: The Government needs to evaluate the caliber of personnel an Offeror can propose should an incumbent leave or a new position open up, therefore, no, resumes must be provided in accordance with section M of this solicitation.
3. The Government has included two wage determinations as part of the subject solicitation package. Will the Government clarify which wage determination, 15-4281 or 15-4282 was used under the current contract?
Answer: There was only one wage determination in this solicitation Wage Determination No: 2015-4281 Revision No: 3 Date of Revision: 04/08/2016.
4. During the Site visit on 24 June 2016, a question was asked pertaining to Security clearance requirements. Where there are requirements for personnel to possess security clearances, are security clearances required immediately after winning this contract. If so, how can this be verified, prior to placing the individual(s) into JPAS?
Answer: Security clearance requirements for positions are in the section C of this solicitation.
5. On page 78 of the RFP it states: “* The 20 page limit for Volume I will include the Executive Summary and the Compensation package however, the compensation package will be submitted in Volume II of the Offeror's proposal. * The 10 page limit for Volume II will include the Executive Summary.” Are the Executive Summary and Compensation package to be included in both Volume 1 and II?
Answer: The Executive Summary is included in both but the compensation package will not be evaluated for this requirement. See question 21.
6. Introduction & Scope Page 15: As personnel must be able to perform all tasks in the SOP, it is imperative that offerors have access to the SOP. Will the government provide a copy of the Standard Operating Procedures referenced on page 15?
Answer: The government does not intend to provide the SOP. When preparing proposals, Offerors can examine document samples taken from the SOP, which are among the SF 33’s attachments.
7. 13(a) Offer Past Performance page 82: The government defines scope as “type of work in counterintelligence support services”, as this is not a requirement in the solicitation, can the government correct the definition for scope?
Answer: This has been removed in amendment A001.
8. 13(e) Contracts Information page 83: The government is requiring 36 months of performance on current contracts. As the requirements for this contract are not complex, and incumbent personnel will be provided the “Right of First Refusal” to continue performing on a subsequently awarded contract, thus ensuring continuity of services and knowledge, our question is: Will the government consider reducing the requirement to 12 months performance on current contracts?
Answer: The Government will keep the 36 month requirement in place.
9. During the site visit, it was discussed that contractor personnel drive an 18 passenger van to and from worksites outside of the Shultz Center. An 18 passenger van requires a Commercial Driver’s License Class C to operate, which is not a requirement of the proposal. In addition, while operating the 18 passenger van, personnel should be paid a minimum of the Shuttle Bus Driver (SCA 31290) hourly rate of $16.83, which is higher than Material Handling Laborer. As currently written, all personnel are required to drive an 18 passenger van.
Answer: The van capacity is 15 occupants. A class C license is not required for a 15 occupant van.
10. Adding a CDL-C requirement so that personnel are able to operate the 18 passenger van? Recommend the government provide a minimum number of CDL-C drivers and not make it a universal requirement. Alternatively, the government could downsize the van to a 15 passenger van to alleviate these concerns?
Answer: See question 9
11. Adding a labor rate for Shuttle Bus Driver so that offerors may segregate hours worked in each capacity and pay Material Handling Laborers accordingly when they drive? This would keep offerors and contractors within compliance with SCA and labor regulations as required by the solicitation. Material Handling Laborers are not permitted to operate heavy-duty motorized equipment to transport personnel and equipment.
Answer: These are no heavy duty vehicles and the vans are only operated on an infrequent basis. Also, see question 9.
12. The Material Handling Laborer category excludes workers who travel on trucks beyond the establishment’s physical location to load or unload merchandise. The requirement in the PWS for them to Drive official government vehicle as required to transport personnel, deliver messages, documents, packages, mail or equipment to other facilities, annexes or government agencies runs against the Material Handling Laborer job description.
Answer: This is incorrect, your reference is to trucks as in a trucking/freight capacity when merchandise is involved. Please refer to the Department of Labor’s Service Contract Act Directory for Material Handling Laborer information. All requirements by the Government for this position fall within that description.
13. In order to allow offerors to remain in compliance with SCA and labor regulations, will the government consider making this labor category a Laborer (SCA 23470)?
Answer: No, using the Material Handling Laborer category is compliant with SCA.
14. The Material Handling Laborer category excludes workers who operate “heavy-duty motorized vehicle such as forklift”. The PWS requires that the offeror have 4 Material Handling Laborers possess forklift certifications and licenses.
Answer: The forklifts used at FSI are electric forklifts that maneuver within the building to assist the laborers in ease of movement with bulky items. These forklifts do require training and certification.
15. In order to allow offerors to remain in compliance with SCA and labor regulations, will the government consider removing that requirement and making those 4 positions Warehouse Specialists (SCA 21410)?
Answer: Material handling laborers would only use the forklift occasionally. Occasional use of an electric forklift and requirement to possess forklift certification and licenses does not exclude using the material handling laborer category. See question 14.
16. RFP Pages 73, 77 Completion/submission of SF33, Is the completed SF33 to be inserted into Volume I or Volume II?
Answer: Volume II.
17. Does the completed SF-33 count against the page limit for the volume into which it is to be submitted?
Answer: Yes.
18. RFP page 77 Representations and Certifications – the instructions on page 77 state that Offerors should “Verify Representations and Certifications in accordance with FAR 52.212-3.” It is unclear whether the Government requires submission of information. What information does the Government Require under this statement to “Verify Representations and Certifications in accordance with FAR 52.212-3.”
Answer: FAR 52.212-3 has the instructions for Offerors to verify Reps and Certs.
19. If information is to be submitted, into which Volume of the Offeror’s proposal should it be incorporated?
Answer: Volume II.
20. Does the information so submitted count against the page limit for the volume into which it is to be submitted?
Answer: Yes.
21. RFP page 78 Compensation package – Reference that page 77 states: “The 20 page limit for Volume I will include the Executive Summary and the Compensation package however, the compensation package will be submitted in Volume II of the Offeror's proposal.” From the Government statement, is the Compensation Package to be inserted to Volume I or Volume II?
Answer: This has been removed via amendment A001 as the compensation package will not be reviewed as an evaluation factor for this requirement.
22. If the Compensation Package is to be inserted into Volume II, why would the pages associated with this Package be counted against the 20 page limit in Volume I?
Answer: See question 21.
23. RFP page 78 Spreadsheet requirement – RFP page 78 states: “The table of contents in each volume shall identify the section, subsection, paragraph titles, and page numbers, as well as all spreadsheets, charts, tables, figures, diagrams, design drawings, and graphs.” Can the Government specific whether a spreadsheet or spreadsheets are required and, if so, what information is to be submitted?
Answer: These are if applicable to your proposal but see section L. 8- Proposal Instructions General for required documents and formats.
24. RFP pages 79-80 Instructions on page 79 states: “Technical proposal shall address all areas identified in section C and more specifically, highlight the section M evaluation criterion of: Offeror's Key Personnel and Non-Key Personnel Staffing Plan and Qualifications; Technical Approach; Relevant Corporate Experience; and Past Performance.” In light of the severe page limitation, can the Government provide more specific information that it seeks from Offerors with regards to addressing “all areas identified in Section C?”
Answers: The page allowance is reasonable. Offerors have a total of 32 pages; 12 for resumes and 20 to explain how the Offeror would carry out all aspects of the PWS (resume aspects excluded) with regard to the areas emphasized in the evaluation factors. Also, the solicitation does not restrict the past performance information the Offeror elicits from references and these pages are not counted against the total of 32 pages allowed.

(List the names, titles, telephone numbers and electronic mail address of the authorized negotiators.) Should offerors provide page 73 along with proposals? If so, will this page count against the 20-page limit? If not, where should offerors include this information in their proposal?

Answer: See question 21.
36. 1.15 Quality Assurance Surveillance Plan, The Contractor Company shall implement the QASP developed as part of its proposal. Is the QASP separate from the Quality Control Plan? If not, are offerors permitted to include the QASP as an Addendum to Volume I? Will the QASP count against the 20-page allocation?
Answer: Yes the QASP is separate and yes it will be counted against the 20 page limit for Volume I. No this cannot be an addendum.

Should the information provided in the relevant corporate experience write-up mirror the information in the past performance submission?
Answer: Read section M.8 for Relevant Corporate Experience required for this requirement, this is different from past performance.
41. 5.1 Hourly Rates, RFP paragraph 5.1 Hourly rates instructs the contractor to provide unloaded labor hourly rates, fully loaded billable hourly rates, and fully loaded overtime billable hourly rates, and further states the contractor is to provide these three rates by completing the table in Section B.5.2. However, the chart provided in B.5.2 only allows for unloaded labor hourly rates and fully loaded billable hourly rates. It does not contain a column for fully loaded overtime billable hourly rates. Should the contractor add a column for fully load overtime billable rates?
Answer: Please review the solicitation carefully, overtime categories are beneath each position in section B 5.2 and will have their own CLIN.

43. Answer: Furniture assembly is done occasionally. Assembly work is unskilled in nature, similar to final steps of assembling typical retail furniture items, performed by a consumer. The Government concludes this is acceptable to include as a minor part of the Material Handling Laborer’s duties.
44. RFP pages 20 and 80 Clarification of the Key Personnel positions "Would the Government consider limiting resumes required only to exempt key personnel, as all non-exempt positions will have to be offered “Right of First Refusal” in accordance with Executive Order 13495 Non-Displacement of Qualified Workers?"

58. The first bullet states: “The 20-page limit for Volume I will include the compensation package; however, the compensation package will be submitted in Volume II.” Elsewhere in the RFP it states there will be no pricing information in Volume I. Could the Government please clarify – is the compensation package intended to be in both volumes, or Volume II only?
Answer: See question 21.
59. For which volume(s) does the Government require a cross-reference Matrix – both Volumes I and II, or Volume I only? Could the Government please clarify?
Answer: Volume I.
60. Do the six (6) resumes required for inclusion in the proposal count toward the 20-page maximum limit for Volume I? Or do resumes fall outside the allowable page count? If the resumes do count toward the page limit, would the Government consider increasing the page maximum to allow sufficient space for the other elements of Volume I (e.g., technical approach, management plan, etc.)?

Answer: The KPM function is part of the Logistics Specialist duties.
63. Can you clarify what is meant by "TO performance" and provide an example of what cannot be billed?
Answer: TO performance is the performance under the awarded IDIQ as funding is carried through obligated TOs. KPM duties are not to be charged externally as the KPM duties will be included in that of the Logistics Specialist.
64. "The 20 page limit for Volume I will include the Executive Summary and the Compensation package however, the compensation package will be submitted in Volume II of the Offeror's proposal." Please clarify which proposal volumes should include the Compensation package.

65. (1) "No electronic copies will be accepted;" (2) "If the Offeror's technical and price proposal are not submitted in two separate files, your response to this solicitation will not be given any further consideration." Please clarify whether electronic files of proposal volumes are expected.
Answer: No electronic copies will be accepted.
66. These statements conflict: L.10: "Only one person may be proposed for each Key Personnel position;" M.6: “Two (2) different resumes for each of the three (3) separate positions of qualified individuals for: Logistics Specialist (KPM); Warehouse Specialist; Material Handling Laborer. The Government expects six (6) resumes total.” Please clarify.
Answer: The Offeror should provide six resumes in total, two for Logistics Specialist, two for Warehouse Specialist and two for Material Handling Laborer.
67. CLIN 1 - Material Handling Laborer: "At a minimum, four material handling laborers must possess forklift certifications and licenses." WD_15-4281_(Rev.-3) differentiates 21020 ‐ Forklift Operator from 21050 - Material Handling Laborer; the former has a higher minimum wage than the latter. Would the government consider creating an additional CLIN just for forklift operators?
Answer: The Government has no plans to add a CLIN for a Forklift Operator
68. "CLIN 1 - Material Handling Laborer (21040)." WD_15-4281_(Rev.-3) categorizes Material Handling Laborer as 21050. Is "21040 ‐ Material Expediter" the correct category?
Answer: The government requirement is for Material Handling Laborers and we note that WD_15-4281_(Rev.-3) lists Material Handling Laborer under series 21050, not 21040.
69. "Each resume shall not exceed two (2) pages in length including the commitment statement." Please explain the "Commitment Statement" requirement.
Answer: The commitment statement is for the key personnel only and is their declaration of commitment to the Offeror’s company for this requirement.
70. "(a) General. The Offeror shall prepare its price proposal in accordance with the instructions contained in this provision." Can you confirm that Volume II consists solely of: Title Page, Table of Contents, Cross Reference Matrix, Glossary, Executive Summary, Compensation Package, "rates in the format of pages 5- 8 and section B 5.2"? Should the Reps and Certs be provided in this Volume?
