Section C- Descriptions/Specifications/Statement of Work
1. Performance Work Statement
U.S. Department of State Foreign Service Institute
National Foreign Affairs Training Center Consular Affairs Division
Performance Work Statement Role Player Support for Basic Consular Course
Context The Department of State’s Foreign Service Institute (FSI) is the Federal Government's primary training institution for officers and support personnel of the U.S. foreign affairs community, preparing American diplomats and other professionals to advance U.S. for-eign affairs interests overseas and in Washington.
The Basic Consular Course (aka “ConGen”)—administered by the Consular Training Division of FSI’s School of Professional and Area Studies (SPAS)—ensures that all entry level consular professionals acquire the skills that they need to effectively perform their work, which includes ensuring the safety and security of U.S. citizens abroad and the secure, accurate adjudication of passports and visas. This course is taught over a six-week period, up to 47 times each fiscal year, and provides intensive training in immigration and nationality law/regulations, and in consular policies, responsibilities, and procedures. Students have frequent opportunities during the course to practice applying what they have learned in a realistic work environment. Students role play key consular responsibilities, including adjudicating passports and visas, visiting U.S. citizens in prison, responding to natural and man-made crises, and placing a telephone call to notify the next-of-kin of the death of a U.S. citizen. Currently, ConGen students play the supporting roles in each of the role plays—for example, the applicant in the visa interviews, the prisoner in the prison visit, and the next of kin in the death noti-fication role plays.
Objective The Consular Training Division seeks contractor support to provide skilled role players to play the supporting parts in selected role plays in ConGen and, potentially, other courses offered by the Division.
Scope of Work The contractor shall provide one skilled role player(s) for ConGen classes. The same role player must provide services for all classes.
If the primary role player is unavailable (i.e. emergency or medical absence) any substitute role player must be approved in advance by the Contracting Officer’s Representative (COR). The substitute role player must have, at minimum, the same qualifications as the primary role player. For each class, the role player will support two or three sessions, each occurring on the same day at FSI’s train-ing facility in Arlington, Virginia. Each session will last no more than one hour and will include up to three scenarios, each lasting ap-proximately five to 15 minutes, in which the role player interacts with one or more students. In these scenarios, the role player’s char-acter is that of a private U.S. citizen requiring consular assistance, or the next-of-kin of a U.S. citizen who has died overseas. The role player shall become familiar and deliver support for several consular service scenarios. Both students and the role player will be given a written description of a scenario, general instructions about how to play their role, and sample wording to use as appropriate in the course of the role play. Before participating in the training sessions, the role player, and any proposed substitutes, will be expected to attend an orientation meeting at FSI during which the goals, objectives and requirements of the project will be discussed. This ori-entation will last no more than four hours and will include observing at least one training session. Role players who have not attended the training session will not be approved as a role player for the classes.
The total number of service hours to be performed by the role player(s) includes the following:
1. Orientation 4 hours
2. ConGen Classes Minimum: 25 classes per year Maximum: 50 classes per year
Frequency of classes – Classes will take place either two times per week, once per week or every two weeks. In December and Janu-ary, classes may occur less frequently due to holiday scheduling.
Hours per class – Classes consist of up to three one-hour sessions. Sessions will be scheduled back to back (with the exception of pos-sible lunch break).
Scheduling – Classes are scheduled at least six weeks in advance, at which point the contractor will be notified of specific dates and times for the role player to attend classes.
Contractor Qualifications The contractor shall provide a role player with at least 3 years professional role playing or acting experience—preferably in a training environment—to credibly and realistically portray the role of U.S. citizens and their relatives based on various scenarios and following general instructions about how to play the role. The contractor shall vet the role player, including performing a criminal background check. The contractor shall also ensure that the vetted role player maintains the security and confidentiality of all information that dir-ectly or indirectly comes into their possession during the performance of their duties.
Place of Performance The contractor shall perform all tasks at FSI’s training facility: 4000 Arlington Rd, Arlington, VA 22204.
Schedule The period of performance will be approximately May 1, 2016 to April 30, 2021
Delivery and Payment The contractor shall provide one fully loaded (inclusive of all costs associated with performed the services herein) firm fixed price quote for performance of all services. The contractor may only invoice after services for the orientation and all 5 ConGen classes have been delivered and accepted by the Government.
