1. Statement: Contractor may choose to apply/provide quotes for just one and/or multiple geographic regions as outlined in Section C.

Question: After the initial award will the contractor be able to add additional geographic regions for consideration in the event of future government need.

Answer: No, not unless requested by the Foreign Service Institute

2. Statement: The contractor must be available before and after class time to ensure the classroom is ready and to do other administrative tasks.

Question: What is the earliest time the contractor will have access to the facility? Will the contractor have access to an office to meet with students or will the class room be utilized as an office?

Answer: Contractors cannot be in the office unless an employee is present. Currently, the earliest time an employee is in the Area Studies office is 7:15. Normal working hours are 8:15 to 5:00. Most interaction with students will be in the classroom. There is no dedicated office space for contractors in the Area Studies Division.

3. Statement: submit a syllabus/schedule for each course or part of a course by the deadline specified by FSI.

Question 3: Historically, how far in advance were syllabus/schedules required to be submitted? How long does the government have to approve the syllabus/schedule?

Answer: Approximate a month in advance. The advanced approval by the government will vary.

4. In lieu of completing section K, will the USG accept a statement such as the following with respect to Representation and Certifications?

Offeror certifies it has completed the annual representations and certifications electronically via the SAM website accessed through http://www.acquisition.gov.

Answer: Yes

5. I am filling out the forms of solicitation # SFSIAQ14Q4002 and have some doubts. In the forms it is requested to submit an original of Section K filled out completely. But from what I see all fields are filled out.

Answer: An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically via http://www.acquisition.gov. If an offeror has not completed the annual representations and certifications electronically at the System for Award Management (SAM) website, the offeror shall complete only paragraphs (c) through (o) of this provision.

6. A session is a 5-day course (all included) or the rate per day or per hour ?

Answer: There are three types of sessions depending in the region you are quoting on. A 2-day, a 3-day and a 5-day. The various courses are listed in an attachment in www.fbo.gov under SFSIAQ14Q4002. For quoting purposes, a session is either a two, three, or five day course (all included).

7. In the pages 4, 5, and 6 the UNIT is the price for a 5-day course, the price for 1 day, or the price for 1 hour ?

Answer: The unit is the price for a two, three, or five day course (whichever is applicable). This is a per session rate. Not a daily or hourly rate.

8. In the pages 4, 5, and 6 the total is the price for 5 sessions of 5 days per year ?

Answer: The quoted price should be for one fully loaded session. Not the price for the entire year.

9. One of the sections says I have to include 'pricing,' about which I have no clue. Based on your agency's previous contracts, what would be the price range for somebody who has a PhD and had an experience of teaching at a university?

Answer: We cannot provide this information. You must quote based on what you feel is appropriate.

10. Just to double-check, the following should be included in the application: cover letter, CV (resume), syllabus, and pricing info (the signed form; addenda), right? Please let me know if I've missed a document or two.

Answer: Please read Section C and Section L for submissions instructions.

11. Quickly one more question, I have taught a culture course before, but that was at a university setting, which ran on a semester system. So, the syllabus was designed, based on that time frame. Would that syllabus work, although it will be revised if I get the position?

Answer: I cannot answer this question as written. Please submit a syllabus you feel is adequate in accordance with Section C.

12. I am writing to ask if joint bids are possible for the week-long Korea Seminar in the new Area Studies Course format. If so, would both or all members of the proposed team complete the SFSIAQ14Q4002 forms?

Answer: Joint bids will not be accepted.

13. I have read the documents attached to the job ad, but I could not have the information about what sorts of documents (e.g., application letter, etc) to be submitted for biding.

Answer: Please read Section C and Section L for submission instructions.
