C.1 Performance Work Statement
Section C - Descriptions/Specifications/Statement of Work
Department of State Foreign Service Institute Leadership and Management School
The Foreign Service Institute (FSI) provides training and professional development to personnel of the Department of State and other foreign affairs agencies of the U.S. Government. The Secretary of State has mandated leadership training for mid through senior grade levels to ensure that employees have the necessary training for increasing levels of responsibility.
The Leadership and Management School (LMS) was established to support the development of career leaders and managers in the De-partment of State and larger foreign affairs community. The Secretary of State has mandated leadership training from mid through senior grade levels to ensure that employees are prepared for increasing levels of responsibility. Through its four divisions, Executive Development, Leadership Training, Crisis Management Training, and Policy Leadership, LMS is responsible for providing this train-ing and more. LMS offers a continuum of leadership and management training intended to develop the leadership abilities of employ-ees from entry level through senior ranks, and provide tailored organizational and other leadership development services to bureaus, offices and missions.
C.1. Background
The Leadership Training Division (LTD) within the Leadership and Management School provides learning opportunities that expose mid-level staff to the essential knowledge, skills and attitudes of leadership. These opportunities include four, five day classroom-based, mandatory courses entitled Fundamentals of Supervision, Basic Leadership Skills, Intermediate Leadership Skills and Ad-vanced Leadership Skills. Virtual opportunities that integrate educational technology into the curricula and on-the-job opportunities are being developed as supplements and/or alternatives to these classroom-based courses.
In addition, LTD coordinates the Leadership Coaching Program of the Department of State (DoS) that provides confidential, virtual and/or face-to-face consultative services to individual leaders.
The Foreign Service Institute is actively seeking contractors for a variety of regular work schedules or occasional, intermittent activit-ies related to the above activities and services. Under the supervision of a COR, successful contractors may work individually or part-ner with government employees and other contractors working on a task or service. Depending on the specific task order, the work may be conducted in front of audiences large or small, either at FSI or other domestic and overseas locations or with one Government client.
C.2. Purpose
This will be a Blanket Purchase Agreement (BPA) effective for the entire period specified. This solicitation will result in a pool of ex-ternal trainers, educational specialists and executive coaches contracted via intermittent, part-time, or full-time multiple award agree-ments. This BPA is not for United States Government Civil Service jobs. Performance of these services will occur only as authorized by specific task orders. There will be no limit to the number of orders issued under the BPA. The Government may issue orders re-quiring services at multiple locations. There is no specific commitment by either party until dates, tasks, and schedules are mutually negotiated by individual task order.
This solicitation is two-fold: to obtain the services of a contractor to supply necessary and qualified personnel capable of 1) providing instructional services for face-to-face, virtual and/or distance learning leadership courses and/or 2) serving as external executive coaches. The Contractor may provide both or one of these services. If providing instructional services, the contractor must demon-strate capabilities in each of the four courses of interest.
Regarding instructional services under this solicitation, FSI intends to issue orders to multiple contractors to deliver leadership devel-opment courses and modules; develop new courses; redesign existing courses; conduct needs assessments, surveys and/or course eval-uations; conduct curriculum reviews; design training tools and instruments; develop or revise training and learning materials and re-sources for face-to-face, on-line, and/or virtual delivery for continuous learning; and/or present as subject matter experts.
In addition, under this solicitation, FSI intends to issues orders to multiple contractors to provide customized executive leadership coaching.
FSI reserves the right to approve or disapprove subcontractors and no obligation or duty arising out of the individual order may be transferred, or assigned, without the prior authorization of the Contracting Officer. Orders will be issued under this BPA based upon the government's need and according to FSI's determination of what is most advantageous to the government. FSI does not guarantee any minimum level of work under any resultant BPA.
