About this file
This document is a Standard Form 30 (SF 30) Amendment to Solicitation for a 2,750mm high brick perimeter wall construction project at the U.S. Embassy in Harare, Zimbabwe. The amendment provides revised pricing summary, drawings, and answers to vendor questions for solicitation number 19Z11525Q0014. The project involves comprehensive wall construction services including demolition of existing structures, foundation work, piling, concrete and formwork, brickwork, and installation of anti-theft concertina razor wire. Key specifications include 63 concrete piles, 720 square meters of one-brick wall, and temporary hoarding with netting at 2.75m height on road frontages and 2.1m on other walls. The contractor will be responsible for site communications, underground service line coordination, and working around existing ZESA power lines.
The pricing summary includes detailed line items for excavation, concrete work, steel reinforcement, brickwork, and additional services like electrical installations and water tank repositioning. The amendment allows for contingencies such as potential rock outcrops during piling (with 10 piles potentially exceeding 4m depth) and provides optional hoarding materials including netting, IBR sheets, and black polythene sheeting. The U.S. Embassy will provide water facilities, a cottage for ablution, and a designated material storage area. The project requires careful coordination around existing infrastructure, with specific instructions for handling power lines, potential tree removal, and site access.

Questions and Answers for 12 Glenara Perimeter Wall construction:
Solicitation number 19Z11525Q0014
1. Q. Could you please provide the structural documents?
A See the attached revised structural plan that shows one of the dimensions (missing from current plan). The revised plan shows the walls where there are ZESA pole lines – the wall will be built around them. Typical detail to build around existing power supply poles shown on latest engineering drawings (Ref to Drawing: S102)
2. Q. The price line for hoarding is not included in the current schedule. Are offerors permitted to add this line to the price schedule when submitting their bids?
A. See additional CLIN 6.2.4 and 6.2.4 of the Pricing summary that includes the hoarding using netting material including fixing. (See updated Pricing Summary on Pages 5.-7)
3. Q. What are the required specifications for the hoarding, including the material and height to be used?
A. The height of the wall on the road frontages will be 2,75m the wall heights for the neighboring sides will be 2.1m respectfully. Netting spec and fixing detail to be provided as per Qn 2.
Temporary works are the responsibility of the contractor, fixing details will be provided by the contractor. However, height specifications now included in the bill. Hoarding Material provided netting in the bill.
Optional Available Material for Hoarding:
i. Netting –Estimated Cost to cover full perimeter
ii. IBR Sheets – Estimated Cost to cover full perimeter
iii. Black Polythene Sheeting: Estimated Cost to cover full perimeter
4. Q. Will the Embassy provide access to water, storage for materials, and ablution facilities?
A. Yes, the USG will provide access to water facilities – in the event of any issues there is backup water delivery. With ablution facilities - there is a cottage that is onsite for use. Storage of materials – there will be a section demarcated where items can be stored.
5. Q. Since piling depth may vary along the perimeter wall, what is the standard depth that all contractors are required to adopt?
A. the standard depth given by the Eng. Is 4m maximum, however there is a note: in case of any rock outcrops found to be close to the surface there is a contingency the Eng will state below; I where we have the probability of rock outcrop or depth adjustments needed.
Amount assumed for the contingency will cover for any variations in depth: Assumed:
• 10 Piles will exceed 4m:
• 5 piles will hit rock outcrop. On rock outcrops the engineer will recommend drilling and dowelling. Drill and Dowel Detail to be provide during construction. Cost assumed to be covered by contingency
6. Q. What is the recommended course of action for the old wall panels? Should they be disposed of, or salvaged for return to the Embassy?
A. The old wall panels can be destroyed and disposed according to the contractors’ schedule. Care and caution should be taken when close to ZESA power lines or any other structures bordering the exiting old panels.
7. Q. Who is responsible for contacting the City of Harare regarding this construction to address any potential underground service lines?
A. The contractor is responsible for communications with the City of Harare regarding this construction. The contractors are to set out using the attached Surveyor General diagram.
8. Q. Does the Embassy need to notify the police about this construction to address potential traffic flow and control issues?
A. That will be the contractor’s responsibility if there is need and as per the proposed Gantt chart schedule – we will need to ensure that there is very minimal (if any) interruption to traffic as this is a major road. The co-ordination of such shall be pre-approved by the USG through the Contracting Officer.
9. Q. To ensure uniformity among all contractors, please provide the specifications for the required light fixtures?
A. The light fittings are to match the existing lighting at the gate – the electrical connections are to the DB of the house.
10. Q. There are ZESA lines along the wall. Should they be removed, or should they be bridged in a way that does not disturb the power supply?
A. The contractor will need to build around the existing electrical poles (if they fall along the perimeter lines) so as not to interrupt the power supply. A typical detail to build around existing power supply pole shown on latest drawings (attached on pages S100;
S101;S102; S105 and S200)
11. Q. Are there visible Council site pegs onsite?
A. Contractor is to set out using the surveyor general diagram to see attached Surveyor Site Plan.
12. Q. What happens with tree felling with possible areas where trees might disrupt progress?
A. While our tree protection policy prioritizes preserving trees, any tree obstructing construction may be removed with prior approval from the Contracting Officer's Representative (COR).
13. Q. What will happen to the pool pump room?
A. It is going to be handled separately from the project with regular contractors for maintenance. But it will be demolished as site works happen if pegged to be in the way. The Embassy could possibly handle works in-house on reinstallation or we outsource.
14. Q. Kindly provide information on Bending schedules/Steel fixing drawing for pile caps, ground beams and wall stiffener columns so that we can see and price for Engineer’s specified sizes of reinforcement steel and their quantities. We only have the information summed in Kgs on the unpriced BOQ.
A. Detailed Bending schedules/Steel fixing drawing will be provided during construction stage.
15. Q. Dimensions/descriptions on the drawings are blurry and not visible, we kindly ask that you send us clearer drawings.
A. See attached drawings with minor adjustments on annexure S100; S101; S102; S105 and S200
16. Q. I wanted to follow up to check whether the additional drawings for the Perimeter Brick Wall Construction project are now available
A. See attached drawings with minor adjustments on annexure S100; S101; S102; S105 and S200
