(7) The Government intends to award one (1) purchase order resulting from this solicitation to the responsive, responsible quoter whose quote, conforming to this solicitation, will be the most advantageous to the Government, price and other factors considered using the Lowest Technically Acceptable Price process, with the lowest overall price for ALL CLINs. To be considered for award, a quote must be provided for all CLINS. Award will be made on all or none basis. Technical tradeoffs will not be made, and no additional credit will be given for exceeding acceptability. The Government intends to award without discussions; therefore, the initial quote should contain the quoter’s best terms from a price and technical standpoint.
(8) Request for Quote shall be evaluated for acceptability or unacceptability only and shall not be rated. Any quoter who has submitted a technically acceptable quote and who has been found to have an acceptable past performance WILL THEN have the quote evaluated for lowest price.
(9) To be considered acceptable and eligible for award, a quoter must address separately all the factors set forth in accordance with the instructions of this solicitation. Quoters must be determined to be responsible according to the standards of FAR Part 9 to be eligible for award.
(10) Offerors must submit the following documentation with their quote to be considered technically acceptable:
• SSPC QP1 Certification: Proof of active SSPC QP 1 certification for the PRIME contractor or designated coating subcontractor prior to award (IAW Section 09 90 00, Para 1.5.3).
• Past Experience: Evidence of successful performance on a minimum of three (3) similar surface preparation and coating projects completed within the past three
(3) years, including customer point of contact, contract number, dollar value, and scope description (IAW Section 09 90 00, Para 1.5.2).
• Restoration/Historic Surface Worker Qualifications:
• Documentation demonstrating a minimum of five (5) consecutive years of experience for workers (journeymen) in the preparation and painting of wood and metal surfaces on historic structures, along with a contractor-certified qualification statement and project reference list (IAW Section 09 01 90.50, Para 1.4.4).
• Documentation demonstrating that at least one (1) on-site individual possesses a minimum of two (2) years of documented experience in the restoration/painting of vehicles or aircraft (IAW PWS Para 5.3.2).
• Key Personnel Resumes & Commitment Letters: Resumes and signed letters of commitment for designated key personnel (IAW PWS Para 2.1.12).
(11) The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.
(c) Late submissions, modifications, revisions, and withdrawals of offers.
(1) Offerors are responsible for submitting offers and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation.
(2) Any offer, modification, or revision received after the time specified for receipt of offers is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.
(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(4) Offerors may withdraw their offers by written notice to the Government received at any time before award.
(d) Contract award- The Government intends to evaluate offers and award a contract without discussions with Offerors.
(e) Debriefings. If a postaward debriefing is given to requesting Offerors, the Government will disclose the following information, if applicable:
(1) The agency’s evaluation of the significant weak or deficient factors in the debriefed Offeror’s offer.
(2) The overall evaluated cost or price and technical rating of the successful Offeror and the debriefed Offeror and past performance information on the debriefed Offeror.
(3) The overall ranking of all Offerors when any ranking was developed by the agency during source selection.
(4) A summary of the rationale for award.
(5) For acquisitions of commercial products, the make and model of the product to be delivered by the successful Offeror.
(6) Reasonable responses to relevant questions posed by the debriefed Offeror as to whether the agency followed source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities.
B. Demonstrate a clear understanding of the requirements of the solicitation. Failure to provide a complete, detailed, realistic, and reasonable quote may reflect a lack of understanding of the requirements and may result in an unacceptable determination.
FAR 52.212-2 Evaluation – Commercial Products and Commercial Services (APR 2026)
Quotes will be evaluated in accordance with FAR 12.203. The Government may award one purchase order on an all-or-none basis to the responsible quoter who: 1) quote complies with the terms and conditions of this solicitation, complies with laws and regulations; and 2) offers the total overall lowest price for all contract line items.
Quoters must be determined to be responsible according to the standards of FAR Part 9 to be eligible for award. As part of this evaluation the Government reserves the right to review any sources or people the Government determines reliable including those sources which relate to past performance.
Although the Government may award a purchase order as a result of this solicitation, the Government reserves the right to reject any and all quotes received and not award any item or items from this solicitation.
Pricing If a quote has been determined acceptable under each of the non-price factors listed below, the Government will then evaluate the quote for the lowest price. The proposed total price, the sum of the total amount for all Contract Line Items (CLINs) (if multiple CLINs), between offers that are determined to be technically acceptable will be the determining factor in the selection of a quote for award. All CLINs must be priced. Price analysis shall not be conducted on offerors determined to be unacceptable for award.
Technical Capability To be considered for award, offerors must provide services specified in the Schedule of Supplies/Services.
(a) Meet the service characteristics specified in this solicitation and attached Performance Work Statements;
(b) Provide descriptive information as to the services provided, such as a brochure or other descriptive information.
c) The quoter must demonstrate compliance with all PWS specifications and submit all required certifications (SSPC QP 1) and personnel qualification records (5-year historic metal journeyman experience and 2-year vehicle/aircraft restoration experience).
Failure to provide a complete, detailed, realistic, and reasonable quote may reflect a lack of understanding of the requirements and may result in a determination that the offeror’s quote is unacceptable. The Government does not assume a duty to search for clarification data to cure problems or inconsistencies with an offeror’s quote.
Past Performance Past Performance is the offeror’s record of conforming to the solicitation specifications and to standards of good workmanship; the offeror’s adherence to contract schedules, including the administrative aspects of performance; the offeror’s reputation for record of reasonable and cooperative behavior and commitment to customer satisfaction; and generally, the offeror’s business-like concern for the interest of the customer.
The Government will evaluate the offeror’s Past Performance to determine acceptability of the quote in response to this solicitation. Past performance will be evaluated on an acceptable/unacceptable basis and shall not be rated. The offeror will be evaluated on the past performance record and any other relevant information obtained from available sources which may include: Supplier Performance Risk System (SPRS), the Contractor Performance Assessment Reporting System (CPARS) at https://www.cpars.gov, or other databases.
In the case of the supplier without a record of relevant past performance history in SPRS for the PSC of the supplies being purchased, the supplier will not be evaluated favorably or unfavorably for its past performance history. In the context of acceptability/unacceptability, “unknown” shall be considered acceptable.
The Government is not obligated to interview all points of contact identified by Offerors nor is the Government limited to the points of contact provided.
(b) The Government will review the quoter's submitted project references (3 similar projects in the last 3 years) and available Government databases (CPARS / SPRS). Quoters with no relevant past performance history will receive a neutral/acceptable rating.
(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of provision)
L08 Use of Supplier Performance Risk System (SPRS) in Past Performance Evaluations (JUN 2024)
(1) The Government will use the Supplier Performance Risk System (SPRS)
(https://www.sprs.csd.disa.mil/) (formerly Past Performance Information Retrieval System – Statistical Reporting (PPIRS-SR)) and may use other performance history to evaluate suppliers past performance.
(2) SPRS collects quality and delivery data on previously awarded contracts and orders from existing Department of Defense reporting systems to classify each supplier’s performance history by Federal supply class (FSC) and product or service code (PSC). The SPRS application provides the contracting officer quantifiable past performance information regarding a supplier's quality and delivery performance for the FSC and PSC of the supplies the Government is purchasing.
(3) The contracting officer will use the quality and delivery classifications identified for a supplier in SPRS to evaluate a supplier’s past performance in conjunction with the supplier’s references (if requested). The Government will use this past performance information in accordance with the basis for award stated in the solicitation.
(4) SPRS generates classifications daily for each contractor. The SPRS Software User's Guide for
Awardees/Contractors (https://www.sprs.csd.disa.mil/pdf/SPRS_Awardee.pdf) and the SPRS Government User Guide (https://www.sprs.csd.disa.mil/pdf/SPRS_Government.pdf) provide instructions for accessing SPRS classifications. Contractors have access to SPRS for their own classifications only. Suppliers are encouraged to review their own classifications; the SPRS reporting procedures and classification methodology detailed in the SPRS Software User's Guide for Awardees/Contractors (https://www.sprs.csd.disa.mil/pdf/SPRS_Awardee.pdf); and the SPRS Evaluation Criteria (https://www.sprs.csd.disa.mil/pdf/SPRS_DataEvaluationCriteria.pdf). The SPRS Software User's Guide for Awardees/Contractors (https://www.sprs.csd.disa.mil/pdf/SPRS_Awardee.pdf) provides the method to challenge a rating generated by SPRS.
