1.1 BACKGROUND

This procurement supports a critical enhancement to the communication infrastructure of key operational facilities at Naval Base Kitsap. The project extends advanced wireless technology to provide robust, high-bandwidth connectivity between Buildings 1100 and 1305. This upgrade enables real-time data exchange, increases operational resiliency, and supports command and control systems. The requirement will be fulfilled through competitive procurement to ensure the best value to the Government.

1.2 SCOPE

The Contractor shall furnish and install IW9167E outdoor Cisco Ultra-Reliable Wireless Backhaul access points, antennas, and associated components between Building 1100 and Building 1305. Work shall include site assessments, development of installation plans, physical installation, connection to network and power, and validation of operational readiness. All work shall comply with Navy safety regulations, DoD cybersecurity requirements, and applicable building codes.

2.0 CONTRACTOR TASKS

2.1 Site Assessment and Installation Planning

Conduct on-site surveys for Buildings 1100 and 1305 to determine the optimal locations for the wireless access points, including the most suitable areas for external installation and the best routing for cabling to connect to the server rooms inside the buildings.

Assess existing Power-over-Ethernet (PoE) infrastructure, UPS coverage, and emergency generator support.

Determine the best placement on the exterior of each building to ensure an efficient connection to the server room inside, with minimal interference and maximum coverage.

The Government will provide a map or diagram of the location of Buildings 1100 and 1305 to assist in identifying potential access point mounting locations and to determine the distance between the access points and server rooms.

Submit a Site Assessment Report and Installation Plan for Government approval prior to commencing installation. Plans shall include schematics, equipment lists, mounting methods, cable runs, and estimated timelines.

2.2 Installation

- Securely mount wireless access points at approved locations using industry's best practices to ensure stability and weather resistance.

N4425525Q0005 mailto:cynthia.l.swink.civ@us.navy.mil mailto:christine.l.stepper-coulter.civ@us.navy.mil

- Label all installed components per Navy IT asset standards.

- Coordinate installation activities with the Government representative to avoid operational disruption.

2.3 Validation and Commissioning

- Conduct system testing to verify:

o Minimum throughput of 600 Mbps between access points under normal load.
