About this file

This Statement of Work (SOW) details the acquisition and installation of Cisco IW9167E Ultra-Reliable Wireless Backhaul access points at Naval Base Kitsap in Silverdale, WA. The project involves installing two wireless access points between Buildings 1100 and 1305 to enhance communication infrastructure, with specific requirements including site assessment, installation, network connectivity, and system validation. The contractor must conduct on-site surveys, mount access points securely, connect to Power-over-Ethernet switches, and demonstrate performance metrics including minimum throughput of 600 Mbps, signal strength of -65 dBm, and 99.9% network uptime.

Key deliverables include a Site Assessment Report, Installation Plan, monthly progress reports, Installation Completion Report, Validation Report, and as-built documentation. The Government will provide the Cisco IW9167E access points and associated antennas as Government-Furnished Equipment (GFE). The entire project must be completed within 60 calendar days of contract award, with a minimum 12-month warranty covering parts, labor, and on-site support. The work is being conducted by the Department of the Navy Naval Facilities Engineering Command, with Contracting Officer Cynthia L. Swink and Contract Specialist Christine Stepper-Coulter as primary points of contact.

1.0 INTRODUCTION

This Statement of Work (SOW) defines the requirements for the installation, and commissioning of IW9167E Cisco Ultra-Reliable Wireless Backhaul access points to enhance operational resilience and reliability of mission-critical facility-related control systems. The Contractor shall deliver a complete solution — from procurement to physical installation and system validation — ensuring seamless wireless communication between designated facilities to support continuity of strategic operations.

Location of Work: All installation, testing, and commissioning activities will be performed at Naval Base Kitsap, Building 1100 & 1305, (Naval Base Kitsap) Silverdale, WA.

Government-Furnished Equipment: The Government will provide brand-name equipment, including Cisco IW9167E access points and associated antennas. The contractor shall coordinate receipt and safeguarding of GFE per FAR 45.

DoD Base Access: Contractor personnel must comply with all DoD base access requirements, including submission of personnel information for background checks and obtaining base access credentials prior to commencing work. Contractors shall coordinate with the Government Point of Contact for entry procedures, parking, and security briefings.

Points of Contact: The following points of contact will be designated by the Government (names to be added later):

· Contracting Officer (KO):

Cynthia L. Swink / cynthia.l.swink.civ@us.navy.mil

· Contract Specialist:

Christine Stepper-Coulter / christine.l.stepper-coulter.civ@us.navy.mil

1.1 BACKGROUND

This procurement supports a critical enhancement to the communication infrastructure of key operational facilities at Naval Base Kitsap. The project extends advanced wireless technology to provide robust, high-bandwidth connectivity between Buildings 1100 and 1305. This upgrade enables real-time data exchange, increases operational resiliency, and supports command and control systems. The requirement will be fulfilled through competitive procurement to ensure the best value to the Government.

1.2 SCOPE

The Contractor shall furnish and install IW9167E outdoor Cisco Ultra-Reliable Wireless Backhaul access points, antennas, and associated components between Building 1100 and Building 1305. Work shall include site assessments, development of installation plans, physical installation, connection to network and power, and validation of operational readiness. All work shall comply with Navy safety regulations, DoD cybersecurity requirements, and applicable building codes.

2.0 CONTRACTOR TASKS

2.1 Site Assessment and Installation Planning

• Conduct on-site surveys for Buildings 1100 and 1305 to determine the optimal locations for the wireless access points, including the most suitable areas for external installation and the best routing for cabling to connect to the server rooms inside the buildings.

• Assess existing Power-over-Ethernet (PoE) infrastructure, UPS coverage, and emergency generator support.

• Determine the best placement on the exterior of each building to ensure an efficient connection to the server room inside, with minimal interference and maximum coverage.

• The Government will provide a map or diagram of the location of Buildings 1100 and 1305 to assist in identifying potential access point mounting locations and to determine the distance between the access points and server rooms.

• Submit a Site Assessment Report and Installation Plan for Government approval prior to commencing installation. Plans shall include schematics, equipment lists, mounting methods, cable runs, and estimated timelines.

2.2 Installation

· Securely mount wireless access points at approved locations using industry’s best practices to ensure stability and weather resistance.

· Connect devices to PoE-enabled switches with UPS and generator backup. All cabling shall meet outdoor/industrial standards (e.g., shielded Cat6A or better).

· Label all installed components per Navy IT asset standards.

· Coordinate installation activities with the Government representative to avoid operational disruption.

2.3 Validation and Commissioning

· Conduct system testing to verify:

· Minimum throughput of 600 Mbps between access points under normal load.

· Minimum signal strength of -65 dBm at both endpoints.

· Network uptime of 99.9% during validation period.

· Submit a Validation Report with test methodology, results, and corrective actions.

· Perform final acceptance testing in the presence of the Government representative.

· Provide as-built diagrams for record documentation.
