PERFORMANCE WORK STATEMENT (PWS)

PAUT and TOFD Training for PEARL HARBOR NAVAL SHIPYARD (PHNSY & IMF)

1.0 BACKGROUND:

Pearl Harbor Naval Shipyard & Intermediate Maintenance Facilities (PHNSY&IMF), a US Navy industrial facility located on the island of Oahu, Hawaii, maintains, overhauls and repairs various vessels of the US Navy. Over 4,500 militaries, civilian and contractor personnel work to keep the Navy, "Fit to Fight".

2.0 SCOPE AND OBJECTIVE:

2.1 C135 NDT Inspectors are required to receive a minimum 96 hours of training for Phased Array Ultrasonic Testing (PAUT) and a minimum of 80 hours of training for Time of Flight Diffraction Ultrasonic Testing (TOFD). Contractor shall provide two training sessions in a government provided classroom on the island of Oahu at Pearl Harbor Naval Shipyard or similar facility. The contractor will provide PAUT (2 weeks) and TOFD (2 weeks) Training up to 12 students in a 4 consecutive week period. The specific amount of students will be provided prior to scheduling of the training. Scheduled training dates will be coordinated with a government representative, in which contractor will be given 30 days' notice prior to training start within the Period of Performance.

2.2 PAUT training is typically a 96 hour course that provides students the knowledge and skills needed to successfully complete certification testing.

2.3 TOFD training is typically an 80 hour course that provides students the knowledge and skills needed to successfully complete certification testing.

2.4 Period of Performance are for a Base year plus four (4) option years. For the option years, the PAUT and TOFD training dates are not predetermined and will be scheduled after or upon the exercising of the option.

3.0 PERFORMANCE REQUIREMENTS:

3.1 All training (PAUT & TOFD) shall be a BINDT accredited training course.

3.2 The Contractor shall provide all management and labor. In addition, contractor shall provide the following:

1. Tools to include a minimum of 6ea. OmniScan X3 Phased Array Machines, 12 sets of 64 element arrays complete with zero degree and refracting angle wedges, 12 sets of TOFD calipers to include transducers and wedges,12 String encoders

2. Props to include a minimum of 20 butt welds in plate props (300mm long with thicknesses varying from 12mm to 20mm

3. All diagnostic hardware needed for training.

4. Any additional materials, supplies, equipment deemed necessary by the Contractor.

5. Effective training instruction, to include: Full Comprehensive training manuals for both PAUT and TOFD

6. PAUT and TOFD training material

7. Contractor to provide delivery of all training materials to training site.

3.3 The Contractor shall use Olympus/Evident branded Phased Array Flaw Detectors and Software.

3.4 Upon satisfactory completion of the PAUT and TOFD training course The Contractor shall provide certificates of completion for "Training" and certificates for "Assessment"(test scores) for the students.

3.5 SAFETY: The Contractor shall comply with all Safety Requirements as prescribed in APPENDIX I in paragraph 7.1

3.6 ENVIRONMENTAL: The Contractor shall comply with all Environmental Requirements as prescribed in APPENDIX II in paragraph 7.2

3.7 TRAVEL: Travel shall be in accordance with the Federal Acquisition Regulation (FAR) 31.205- 46 and current DOD Joint Travel Regulations (JTR).

3.8 SERVICE DELIVERY SUMMARY

4.0 :GOVERNMENT FURNISHED UTILITIES AND SERVICE

4.1 The Government will provide a training room, stand-alone projectors and electrical power for 12 students. The contractor may connect his laptop computer to the stand-alone projector/monitor. The contractor is prohibited from connecting to any shipyard computer or network computer.

4.2 The Government will ensure access to the training room is provided before the start of the training and after it concludes to facilitate preparatory activities and removal of training equipment. The contractor shall coordinate the access arrangements with the Government TPOC.

5.0 CONTRACTOR QUALIFICATIONS:

5.1 The contractor/instructor shall have thorough knowledge and understanding and a subject matter expert of the PAUT/TOFD training and the use of Evident/Olympus Phased Array Flaw Detector and Software. The contractor/instructor shall be certified to BINDT/PCN standards.

5.1.1 Contractor/instructor to provide certifications upon request.

5.2 The contractor/instructor shall pass a background check to gain access onto the base. The contractor will coordinate with PHNSY & IMF to obtain a gate pass at building 3455 Pass Office. It is not unusual for the pass process to take an hour or more. Contractor/instructor must pass a security background check. Only those individuals with favorable investigations shall be utilized on this contract. Prior to the start of work, the Contractor shall provide the COR (on company letterhead) a request for access and include the following information - full name of all personnel working on this contract; Social Security number; date of birth, place of birth, and citizenship. The contractor shall state that information has been verified and shall have supporting records on file, if required for examination.

5.3 Contractor personnel must meet the requirements for a , to PHNSY&IMF areas. Escorted access to CNIAs white badge (escort required) and NWAs must be coordinated with the cognizant Department Security Coordinator to ensure that the area is sanitized and the escort is properly briefed/knowledgeable of the area. The Contractor must follow the applicable requirements listed below in APPENDIX III paragraph 7.3 and brief their personnel to ensure compliance. Non-compliance with applicable items in Attachments is a material violation of the contract. Should Contractor personnel receive or suspect they have learned unauthorized sensitive information, they must identify and immediately report suspicions to the COR.

5.4 The Contractor shall conduct background investigations on personnel that are used in connection with this contract.

5.5 This contract does not require a security clearance level and clearance granted by the Defense Security Service (DSS). However Contractor personnel shall recognize that PHNSY & IMF deals with sensitive information and other proprietary information, which are valuable, special, and unique assets. Contractor personnel shall not divulge, disclose, or communicate in any manner, any information to any third party without prior written consent. Contractor personnel shall protect information and treat it as strictly confidential and will abide by the security requirements of SECNAVINST 5510.36. A violation of this paragraph shall be a material violation of this agreement. Should Contractor personnel receive or suspect they have learned of classified information beyond their level of clearance, the Contractor shall identify and report suspicions to the COR.

5.6 When performing work associated with this PWS, the Contractor shall make clear to all individuals they deal with that they are contract employees and not DOD employees.

5.7 Contractor employees shall clearly identify themselves as a Contractor (i.e. company shirt, pin, visible company identification) in a visible location on the front of exterior clothing and above the waist, (except when safety or health reasons prevent such placement) as to who their employer is.

5.8 The Contractor performing services shall be required to comply with all Pearl Harbor Naval Shipyard & IMF rules, regulations, and training that is applicable to conduct, safety, security, and procedures governing site entry and exit.

5.9 Contractor shall comply with PHNSY & IMF Operations Security (OPSEC) Contract Requirements, Appendix IV.

6.0 HOURS OF OPERATION:

6.1 TRAINING HOURS: PAUT training to be held Monday thru Friday and Saturday if necessary, from the hours of 0630 to 1700. TOFD training to be held Monday thru Friday and Saturday if necessary, from the hours of 0630 to 1500. The Technical Point of Contact (TPOC) shall be notified 1 week in advance to any changes in the training schedule.

WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023)

(a) As used in this clause- Definitions.

"Department of Defense Activity Address Code (DoDAAC)" is a six position code that uniquely identifies a unit, activity, or organization.

"Document type" means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

"Local processing office (LPO)" is the office responsible for payment certification when payment certification is done external to the entitlement system.

"Payment request" and "receiving report" are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as Electronic invoicing.

(d) . The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded Comptroller General Examination of Record using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)

(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services.
