About this file
This is a Request for Quote (RFQ) for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for coupling elements and assemblies used on U.S. Coast Guard vessels. The contract is a sole-source, Women-Owned Small Business (WOSB) acquisition directed to American Vulkan Corporation (AVC) for genuine Original Equipment Manufacturer parts.
The solicitation covers couplings and coupling elements for five vessel classes: Seaside Buoy tender (WLB-225), Coastal Buoy tender (WLM-175), Medium endurance cutter (WMEC-270), Inland construction tender (WLIC-160), and River Buoy tender (WLR-75/65). Specific items include MDE coupling elements, thruster generator couplings, flexible coupling inserts, housing couplings, and coupling halves across multiple configurations. The contract consists of a base period from July 31, 2026 to July 30, 2027, with four one-year options extending through July 30, 2031. Quotes must be submitted by July 31, 2026 at 12:00 PM EST to Christina.S.Tillman@uscg.mil and Joel.J.Mason@uscg.mil, with questions due by July 29, 2026. The anticipated award date is July 30, 2026. Offerors must provide a completed pricing sheet in both digital spreadsheet and PDF formats, technical capability documentation including OEM authorization and delivery lead-time commitments, and past performance information on at least one but no more than three relevant contracts completed within the last three years. All items are classified under NAICS code 333612 (Speed Changer, Industrial High-Speed Drive) with FSC code 3010 (Torque Converters and Speed Changers). Quote validity is 120 days. The contract incorporates standard FAR and HSAR clauses including provisions for small business status, security prohibitions, Iran sanctions compliance, child labor certifications, and Buy American requirements. Payment will be made by electronic funds transfer through USCG Finance Center in Chesapeake, Virginia. All proposals must include signed certifications regarding responsibility matters, trade compliance, and trafficking in persons compliance.

These instructions prescribe the format and approach to be used in the development and presentation of the quote. They are designed to ensure the submission of information essential to the offer.
Offers must be prepared in accordance with these instructions, providing all required information in the format specified. Failure of an offer to show compliance with these instructions may be grounds for exclusion of the quote from further consideration.
Offerors are cautioned that the Government intends to evaluate quotes and make award without discussions. Therefore, initial quotes should represent the best possible effort. The Government reserves the right to conduct discussions if determined necessary by the contracting officer.
Any resultant contract shall include the general contract provisions and contract clauses applicable to the selected Offeror's organization and type of contract awarded.
The offer shall concisely describe the Offeror's response to the submission instructions of the solicitation. Elaborate artwork, expensive paper or bindings, and expensive visual or other aids are not necessary or encouraged.
All pages containing text must be typewritten or printed on 8 ½ x 11-inch paper, with at least single spacing. Margins on all four edges of each page will be at least one inch. A page printed on both sides will be counted as two pages. Pages exceeding the limitations will be removed from the offer by the Contracting Officer and returned to the Offeror to ensure that they are not evaluated.
All pages in the quote must be numbered and identified with the offeror's name (American Vulkan Corporation (AVC) for the Vulkan Couplings and Elements requirement, FY26, RFQ number, and date of offer). A table of contents should be provided with figures and tables listed separately where necessary. (These pages are excluded from the page count.) Subsequent revisions should be similarly identified to show revision number and date.
QUOTE CONTENT
The response shall consist of three (3) separate parts; Part I, – Price Quote; Part II, – Technical Capability; and
PART III, – Past Performance Information.
Specific Instructions:
Send each Part in a separate email labeled as follows: RFQ number# Part I, – Price from [insert Company Name], RFQ number;
Part II, – Technical Capability [insert Company Name], and RFQ number Part III, – Past Performance Information [insert Company Name].
PART I, – PRICE
The Offeror must completely fill-out the ATTACHMENT 1, Pricing Sheet in digital spreadsheet format. Insert proposed unit and extended prices in the Pricing Sheet. The extended price must equal the whole dollar unit price multiplied by the number of units.
The extended price for each CLIN shall be added together to calculate the total price. A completed and electronically signed copy of the Pricing Sheet in portable document format (pdf) shall be submitted. A completed Pricing Sheet in digital spreadsheet format shall also be submitted. If there is not adequate price competition, Offerors may be required to submit information other than cost or pricing data to support a determination of price reasonableness.
The Government will evaluate the price to determine reasonableness between the offeror's submission and the Governments IGCE. The total evaluated price of the offeror will be calculated by comparing the proposed prices of the CLINS on the pricing schedule to the Government's current analysis of products, shipping costs, inflation, tariffs, and packaging.
PART II, – TECHNICAL CAPABILITY
The Government will evaluate the technical capability of the Offeror to perform the requirements within the period of performance based on an assessment of the contractor's planning documentation.
a) Proof of OEM Authorization: Official verification that your firm is an authorized distributor or manufacturer of genuine VULKAN OEM Parts.
b) Delivery Lead-Time Commitment: A signed statement formally confirming your capability to meet our required Days After Receipt of Order (ARO) delivery schedule.

Each technical proposal must be sufficiently specific, detailed and complete to clearly and fully demonstrate to the government that the Offeror has a thorough knowledge and understanding of the technical requirements. The Government will evaluate the technical capability based on a ratings scale measuring the offeror's understanding and meeting of the requirements of the solicitation, taking into account any deficiencies and risks of unsuccessful performance: the scale ranges from Unacceptable to Outstanding.
PART III, – PAST PERFORMANCE INFORMATION
a. The Offeror shall identify at least one (1) but not more than three (3) relevant (similar in nature, scope, and complexity to the work items provided in ATTACHMENT 2, Parts Purchase for American Vulkan Corporation Coupling Elements and Coupling Assemblies and recent (completed within the last (3) three years) federal, state, or local government, or private contracts performed by the Offeror as the PRIME contractor. Offerors may be asked to clarify certain aspects of their quote or respond to adverse past performance information to which the Offeror has not previously had an opportunity to respond. Adverse past performance is defined as past performance information that supports a less than satisfactory rating on any evaluation element or any unfavorable comments received from sources without a formal rating system.
d. If a subcontractor performs work that is estimated to account for 25% or more of the total price, the above data must also be provided for the subcontractor with respect to the nature, scope and complexity of the work the subcontractor will perform. If a joint effort or teaming arrangement is proposed, the Offeror shall submit sufficient information to permit a meaningful assessment of the proposed team or subcontractor's past performance while working in such arrangements.
The Government will evaluate the past performance based on a ratings scale measuring the offeror's understanding and meeting of the requirements of the solicitation, taking into account expectations of contract performance, any deficiencies and weaknesses of past performance, and previous delivery performance with products and/or service: the scale ranges from No Confidence to High Confidence.

(B) Have □ have not □, within a three-year period preceding this offer, been convicted of or had a civil judgment rendered against them for: commission of fraud or a criminal offense in connection with obtaining, attempting to obtain, or performing a public (Federal, State, or local) contract or subcontract; violation of Federal or State antitrust statutes relating to the submission of offers;
or commission of embezzlement, theft, forgery, bribery, falsification or destruction of records, making false statements, tax evasion, violating Federal criminal tax laws, or receiving stolen property (if offeror checks "have", the offeror shall also see 52.209- 7, if included in this solicitation);

Federal taxes are considered delinquent if both of the following criteria apply:
(1) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if a pending administrative or judicial challenge remains. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.
(2) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full FAR Class Deviation 25-27, Revision 3 for FAR Part 9 in Support of Executive Order on Restoring Common Sense to Federal Procurement, Attachment 1: FAR Part 9 Solicitation Provisions and Contract Clauses Revisions

(c) A certification that any of the items in paragraph (a) of this provision exists will not necessarily result in withholding of an award under this solicitation. However, the Government will consider the certification in connection with a determination of the Offeror's responsibility. Failure of the Offeror to furnish a certification or provide such additional information as requested by the Contracting Officer may render the Offeror nonresponsible.
(d) This provision does not require establishment of a system of records in order to render, in good faith, the certification required by paragraph (a). The knowledge and information of an Offeror is not required to exceed that which is normally possessed by a prudent person in the ordinary course of business dealings.
(e) The certification in paragraph (a) of this provision is a material representation of fact upon which reliance was placed when making award. If the Government later determines that the Offeror knowingly rendered an erroneous certification, in addition to other remedies available to the Government, the Contracting Officer may terminate the contract resulting from this solicitation for default.
