About this file

This is a Work Item specification document for the purchase of shaft coupling elements and assemblies for the U.S. Coast Guard. The specification establishes requirements for preservation, packaging, packing, marking, and bar coding of American Vulkan Corporation (AVC) coupling components identified by eight National Stock Numbers (NSNs) and corresponding part numbers, including shaft coupling elements, flexible couplings, coupling inserts, and coupling housings. No Government Furnished Property is provided. The contractor must furnish genuine AVC brand components as indicated on delivery orders, with all parts preserved per MIL-SPEC-2073-1E Method 10 and AVC standard factory procedures.

Packaging requirements vary by weight: items under 25 lbs. must be packed in corrugated fiberboard boxes per ASTM D5118, items between 25-150 lbs. in wooden boxes per ASTM D6880/D6880M, and items over 150 lbs. in skid-mounted wooden crates per ASTM D7478/D7478M. Each item shall be packaged flat with support backing to prevent damage during the up-to-two-year storage period. Marking must follow MIL-STD-129R standards with specific information displayed on the upper left-hand side of containers, including NSN, item name, part number, contract number, delivery order number, gross weight, condition code, unit of issue, and "U.S. COAST GUARD SFLC MATERIAL." Bar code labels using ISO/IEC 16388-2007 Code 39 symbology must be applied to all CLINs. Shipments must be delivered to the U.S. Coast Guard Surface Forces Logistics Center in Baltimore, Maryland, during normal business hours (Monday-Friday, 0730-1300), with advance notification to the Contracting Officer if outside delivery windows are required. The contractor must provide a one-year warranty covering all parts and workmanship defects, commencing upon installation on a Coast Guard unit. Quality assurance requires contractor-maintained inspection systems meeting ASQ Q9001-2008 standards to ensure conformance to contract requirements.
