About this file
This document is a Request for Proposals (RFP) issued by the Maryland State Highway Administration (SHA) for the procurement of terrestrial-based survey-grade technology that uses laser light or light detection and ranging (LiDAR) sensors to create 3D high-resolution imagery, maps, and models of natural and artificial features. The scanning system will be used to collect, register, store, perform feature extraction, and model planimetric (2D and 3D) and topographic features for the design, construction, and as-built of transportation projects. The system must meet specific technical requirements, including the ability to maintain wireless communication, contain an internal 10-megapixel HDR camera sensor, and have an on-board real-time dual axis compensator. The system must also be able to automatically remove moving objects from data collection.
The RFP states that the equipment shall be new, and demonstration, prototype, discontinued, or soon-to-be discontinued models will not be accepted. The successful bidder must provide all necessary components, including computers, parts, cables, accessories, adapters, firmware, and software, to ensure the system is fully functional. The scanning system and its processing hardware and software shall be expandable to incorporate the requirements of registering, performing feature extraction, and modeling of aerial, terrestrial, and mobile-based LiDAR equipment into future systems.

1. Queston: The system must be able to maintain wireless communicaon and data transfer using gigabit ethernet, integrated wireless LAN, or and USB cable with a handheld controller device based on the Windows 10 operang system or newer. – This requirement is capable of being supported by several brands, but by Leica only the P series.
a. Would Adding the following statement provide sufficient clarity? “If a handheld device is required, then it should be based on Windows 10 or newer”.
2. At a minimum, the system must contain an internal integrated 10-megapixel HDR camera sensor capable of panoramic image stching and live video streaming. Only the Leica RTC360 has individual photos at 10-megapixel or beter (but it cannot be used via USB or Windows 10 per above)
a. This does not appear to be a queson. Please explain further. Which plaorm can this be used via?
3. The system must have an on-board real-me dual axis compensator to correct for angular lt.
Need some clarificaon as to what is meant by this. Every scanner on the market uses compensaon, but only the Leica Pxx series, Leica MS60, and Trimble SX12 use a survey-grade dual axis liquid filled compensator.
a. “Survey-grade dual axis liquid filled compensator” is not in the specificaon.
4. do this, but not the Leica RTC360; but the need for this by the RTC360 is negated by the office soware workflow (cloud-to-cloud realme accomplishes the same goals).
a. If office soware that is included is capable of sasfying this specificaon, then it is considered part of the system.
5. The system shall be able to automacally remove moving objects from data collecon through redundant scanning funcons. Only the Leica RTC360 does this on-board the scanning unit (why I referenced the RTC360 in some of the above comments)
a. Would Adding the following statement provide sufficient clarity?: “scanning funcons… “either real-me or in post-processing soware”.
6. maximum useful working range (at between 7%-10% reflecvity) of 150m – Perhaps this was supposed to say minimum? Doesn’t really make sense to limit the usability to a maximum of 150m (all of the scanners listed above are usable past 150m, except the Faro S150)
a. will replace the word maximum with minimum.
7. capable of variable sensivity levels/sensor selecvity levels (low, standard, and high speed) – several brands have this ability, but it was turned off in the RTC360 as it allows for high sensevity across all speeds/resoluons. Doesn’t really make sense to scan worse on purpose?
a. As part of the spec we would like the flexibility to have different scanning parameters.
