About this file
This is a Service Disabled Veteran Owned Business (SDVOB) informational document provided by the State of Michigan for the Bellamy Creek Correctional Facility Exterior Courtyard Improvement project (Contract 472/19527). The document outlines eligibility requirements and certification procedures for service-disabled veteran-owned businesses seeking to participate in state and local contracting opportunities. The material details the documentation required to establish SDVOB status, including verification of service-connected disability through the U.S. Department of Veterans Affairs, proof of business ownership by a service-disabled veteran, and demonstration that the veteran maintains active management and control of the business.
The information sheet establishes the framework for SDVOB set-asides and preferences available under Michigan's contracting programs, detailing the certification process through the state's designated certifying authority and outlining the benefits available to qualified service-disabled veteran-owned enterprises. This resource serves as guidance for eligible veterans seeking to bid on state contracts and provides procurement officials with procedures for verifying SDVOB status during the bid evaluation process. The document emphasizes compliance requirements and ongoing certification maintenance necessary to retain SDVOB designation for contract opportunities.

Service Disabled Veteran Owned Business (SDVOB) Preference
Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference
About the SDVOB Preference
The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.
How to Claim the SDVOB Preference
The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:
• Proof of service and conditions of discharge: DD214 or equivalent.
• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.
• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.
Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.
NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
