About this file

This is an informational fact sheet issued by the State of Michigan's Department of Technology, Management and Budget (DTMB) regarding the Service-Disabled Veteran-Owned Business (SDVOB) Preference program applicable to State of Michigan contracts. The document outlines the state's commitment to veterans with service-connected disabilities by establishing a procurement preference mechanism for qualified businesses. The SDVOB preference does not involve a specific product or service offering but rather applies as a horizontal preference across all State of Michigan contract solicitations where eligible vendors may claim the benefit during the bidding process. There are no specified response dates, due dates, site visits, or award dates contained in this informational document, as it serves as guidance material rather than a specific contract opportunity notice.

To claim the SDVOB pricing preference, which provides a 10% advantage in bid evaluation, businesses must be 51% or more owned by one or more veterans with a service-connected disability and must submit required documentation including a DD214 or equivalent proving military service and discharge conditions, proof of service-connected disability via DD214 or VA Rating Decision Letter, and proof of business ownership through appropriate legal documents. Alternatively, National Veterans Business Development Council (NVBDC) certification is acceptable under specified conditions. The State of Michigan does not pre-certify SDVOB businesses and does not accept certification from the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration's VetCert program. Service-connected disability is defined per 38 USC 101(16) as a disability incurred or aggravated during active military, naval, or air service.

Service Disabled Veteran Owned Business (SDVOB) Preference

Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference

About the SDVOB Preference

The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.

How to Claim the SDVOB Preference

The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:

• Proof of service and conditions of discharge: DD214 or equivalent.

• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.

• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.

Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.

NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
