About this file

This is a Construction Bid Addendum No. 02 issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration Design & Construction Division for the Replacement of Backup Generators project at Alpena CRTC in Alpena, Michigan. The addendum addresses seven questions and answers received from bidders regarding generator specifications, concrete pad installation, fence modifications, and generator downtime requirements. Key clarifications include: concrete pads must be 8 inches thick (4000 psi with 5% air entrainment and 3lb/cubic yard TUF-STRAND SF composite fiber) without footings; a $5,000 allowance is included in the base bid for fence gate modifications; the maximum allowable downtime for backup power at each location is thirty minutes; and the contractor must provide one-half tank of fuel for each generator unit prior to startup. The bid opening date is June 17, 2026, with the bid due date remaining unchanged.

The addendum clarifies that the base facility has an 80kw generator (277/480v) in Building 490 and a 100kw unit (120/208v) available for temporary use during replacement, though staggered deployment may be necessary. Contractors must include rental and fueling costs for temporary generators at locations where base equipment is unavailable. Regarding existing equipment, the base will retain the 20kw (120/240v) unit at Building 490, while contractors are responsible for disposing of all other existing generator units. The professional contact is Mike Iott of Sidock Group, Inc., with Project Director Josiah L. Meyers approving the addendum on June 1, 2026. Bidders must acknowledge receipt of this addendum in their bid submission, as failure to do so may result in bid rejection.

ADDENDUM ITEMS: (attach additional sheets and drawings if required)

Please note the following questions received to date and the corresponding answers and related that are to be included as part of this bid package:

Q1 - Who is responsible for the fuel for the generators?

A1 - The guard has asked that the tanks not be filled completely at the end of this project. For the purposes of the bid, the contractor will be responsible to provide one-half of a full tank prior to startup of the individual units.

Q2 - Building 335. Do the new concrete pads get poured on top of the existing slabs?

A2 - Yes, the guard has requested that the open area between the two pads for the 100kw generator to be filled in.

Q3 - Can you provide a detail for the new concrete pads, what is the thickness and do they need footings?

A3 - Provide 8” thick concrete (4000psi with 5% Air Entrainment) w/ 3lb/cubic yard TUF-STRAND SF composite fiber without footings.

Q4 - Is there a spec available for the new fence gate?

A3 – Not currently. Include $5000.00 in your bids (included in base bid) to cover fence modifications.

Q5 - What is the minimum time allowed for the generators to be off line?

A5 - The maximum time that backup power may be out of service is to be one-half hour at each location.

Q6 - Will the base be able to provide temporary generators during the replacement?

A6 - The base has a 80kw, 277/480v generator currently installed in building 490, as was seen during our walkthrough. The base also has a 100kw, 120/208v unit available. This unit could be available for several locations, but they would have to be staggered. For all other locations, include in your bid the cost of rental and fueling as needed.

Q7 - Are the existing generators getting turned over to the base or is the contractor responsible for them?

A7 - Currently, the base is interested in keeping the 20kw, 120/240v unit at building 490. Assume disposal of all other units by the contractor.
