About this file
This is an informational document regarding the Service Disabled Veteran Owned Business (SDVOB) preference program administered by the State of Michigan's Department of Technology, Management & Budget (DTMB). The document outlines Michigan's commitment to supporting veterans with service-connected disabilities who participate in state contract bidding. To claim the SDVOB pricing preference on State of Michigan contracts, qualified businesses must submit documentation including proof of service and discharge status via DD214 or equivalent, proof of service-connected disability through VA Rating Decision Letters or DD214, and proof of business ownership through appropriate legal documents. Alternatively, businesses may provide National Veterans Business Development Council (NVBDC) certification as verification of eligibility under specified conditions. The state does not pre-certify SDVOB businesses and does not accept federal Center for Verification and Evaluation or Small Business Administration certifications.
Under the SDVOB preference program authorized by Public Act 91 of 2005, qualified service-disabled veteran-owned businesses receive a 10% pricing preference when bidding on State of Michigan projects. A qualified business must be 51% or more owned by one or more veterans with a service-connected disability, defined as a disability incurred or aggravated during active military, naval, or air service. The preference is claimed at the time of bid submission and requires submission of supporting documentation with the bid response. Additional detailed information regarding the SDVOB preference program is available through the SDVOB Preference Fact Sheet maintained by DTMB.

About the SDVOB Preference
The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.
How to Claim the SDVOB Preference
The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:
• Proof of service and conditions of discharge: DD214 or equivalent.
• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.
• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.
Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.
NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
