About this file
This informational document outlines the Service-Disabled Veteran-Owned Business (SDVOB) Preference program administered by the State of Michigan's Department of Technology, Management & Budget (DTMB). The SDVOB preference applies to all State of Michigan contracts and provides qualified service-disabled veteran-owned businesses with a competitive advantage in the bidding process. There are no specific products, services, project timelines, response dates, bidder conferences, or contract terms outlined in this document, as it serves as a general guidance resource rather than a specific solicitation notice.
To qualify for the 10% pricing preference, bidding businesses must demonstrate SDVOB status by submitting required documentation including a DD214 or equivalent proving service and discharge conditions, proof of service-connected disability through a DD214 or VA Rating Decision Letter, and legal documents establishing business ownership. Alternatively, National Veterans Business Development Council (NVBDC) certification is accepted if certain conditions are met. The State of Michigan does not pre-certify businesses as SDVOBs and does not accept federal CVE database or SBA VetCert certifications. Qualification requires that a business entity be 51 percent or more owned by one or more veterans with a service-connected disability, defined as a disability incurred or aggravated during active military, naval, or air service in accordance with 38 USC 101(16).

Service Disabled Veteran Owned Business (SDVOB) Preference
Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference
About the SDVOB Preference
The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.
How to Claim the SDVOB Preference
The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:
• Proof of service and conditions of discharge: DD214 or equivalent.
• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.
• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.
Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.
NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
