About this file

This is a Construction Bid Addendum No. 1 issued by the Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design and Construction Division, for the Young State Park Spruce Campground Solar Installation project managed by NFE Engineers. The project involves the installation of a solar array connected to the local utility grid at Young State Park, located at 2280 Boyne City Road, Boyne City, Michigan. A mandatory pre-bid meeting was held on August 14, 2025, at 10:00 AM at the Young State Park Headquarters, with attendance from representatives of DTMB, the Department of Natural Resources, Peninsula Solar, Shoreline Power, and Centennial Electric. The bid opening date is August 27, 2025, with bids due at 2:00 PM on that date. The addendum clarifies that only the prime or general contractor is required to submit proof of State Project Registration with their bid, though both prime contractors and subcontractors must be registered if awarded the contract and must submit certified payroll directly to the Department of Labor and Economic Opportunity with each pay request.

Required bid submission documents include a signed Bid Summary Form, Bid Schedule, bid security in the amount of five percent of the total bid, Qualified Disabled Business representation documentation, Certification of Michigan-Based Business, Asbestos Abatement Attestation, and State Project Registration for the prime contractor. The successful contractor will be responsible for coordinating with Great Lakes Energy to complete the interconnection request and approval, procure and install the revenue-grade meter on the building exterior, and ensure the AC disconnect is located within six feet and within sight of the revenue-grade meter or as otherwise required by the Authority Having Jurisdiction. Bidders were required to acknowledge the addendum in the Bid Summary and Bid Form, with failure to do so potentially resulting in bid rejection.
