About this file

This is a Service Attachment document outlining payment terms and conditions for interpretation and translation services provided to the Nebraska Department of Health and Human Services (DHHS) across multiple divisions including Behavioral Health, Children and Family Services, Operations, and Public Health, effective January 1, 2020. The attachment establishes the rate structure and service delivery requirements for contractors providing language interpretation and translation services to DHHS clients and providers. For standard interpretation and translation sessions of one hour or less, DHHS compensates contractors for one hour of service, while American Sign Language (ASL) interpretation sessions of one hour or less receive compensation for two hours of service. Telephonic interpretation is billed at a per-minute rate for the first thirty minutes, with any time exceeding thirty minutes charged at the applicable hourly rate. Cancellation provisions require DHHS to compensate contractors for one hour of service if in-person or telephonic sessions are canceled within twenty-four hours of the scheduled appointment time, including instances where participants fail to appear or cancel themselves; cancellations made more than twenty-four hours in advance result in no payment to the contractor, and contractor-initiated cancellations result in no compensation to DHHS.

The Service Attachment applies to all DHHS divisions except the Division of Medicaid and Long Term Care, with compensation calculated at rates submitted by contractors on the bid page. Payment for interpretation and translation services includes compensation for waiting time from the scheduled service start time until services begin. The document specifies that all provisions comply with applicable state and federal legal requirements regarding fund usage and service provision, ensuring alignment with the broader RFQ for prequalifying a contractor pool across multiple languages including Spanish, Arabic, American Sign Language, Vietnamese, Kurdish, and Persian. Historical pricing data indicates rates of $40 per hour for standard interpretation, $50 per hour for certified interpretation, and $60 per hour for ASL interpretation, with telephonic services previously billed at $0.62 per minute through Language Line Solutions, and estimated historical usage totaling $181,584.14 from July 2018 through December 2019.
