About this file
This is an Interpreter Information Request form from the State of Nebraska Department of Health and Human Services (DHHS) used to prequalify individual contractors for a pool of interpreting and translation service providers. The RFQ seeks to establish qualified contractors capable of delivering language translation and interpretation services across multiple DHHS divisions for program clients and providers. Bidders must document their linguistic proficiency levels for all languages and dialects they can interpret or translate, with evidence of proficiency required in their resumes. The contract term runs from the date of award through October 10, 2025, with potential extension options. Qualified contractors must demonstrate availability to work at DHHS facilities, DHHS offices, and clients' homes, with willingness to work during extended hours including evenings, weekends, and holidays. Contractors must also indicate their geographic availability across Nebraska's 93 counties or specify individual counties where they are willing to provide services.
Evaluation criteria prioritize meeting minimum proficiency requirements and submitting the lowest hourly rate. Existing pricing reflects $40 per hour for standard interpretation, $50 per hour for certified interpretation, and $60 per hour for American Sign Language interpretation, with telephonic interpretation available through Language Line Solutions at $0.62 per minute. Historical usage data from July 2018 through December 2019 totaled $181,584.14, indicating potential future contract values in a similar range. Bidders must pass background checks, maintain necessary certifications, and comply with strict confidentiality requirements, particularly regarding Medicaid recipient information. The form requires submission of a professional resume not exceeding three pages, including professional experience, certifications, academic background, and at least two professional references. DHHS reserves the right to conduct satisfaction surveys and disqualify contractors with unsatisfactory performance. No minimum number of service requests is guaranteed, and payment is based solely on actual services provided.
