About this file

This is an Interpreter Information Request form issued by the State of Nebraska Department of Health and Human Services (DHHS) as part of a Request for Qualification (RFQ) to establish a prequalified pool of interpreting and translation service contractors. The RFQ seeks to engage both individual interpreters and firms capable of providing comprehensive language services across multiple DHHS divisions for program clients and providers. Contractors must demonstrate linguistic proficiency using the Interagency Language Roundtable (ILR) scale in languages including Spanish, Arabic, American Sign Language, Vietnamese, Kurdish, Persian, and others. The contract term runs from the date of award through October 10, 2025, with potential extension options. The form requires bidders to specify their linguistic abilities with interpretation and translation proficiency levels, submit a resume not exceeding three pages that includes professional experience, certifications, academic background, and at least two references, and indicate their availability for work at DHHS facilities, offices, and client homes, including after-hours and weekend availability.

Bidders must also identify all Nebraska counties where they are willing to work, accept Medicaid-funded referrals subject to applicable provisions, and pass background checks while maintaining confidentiality requirements. Current pricing for services includes $40 per hour for standard interpretation, $50 per hour for certified interpretation, and $60 per hour for American Sign Language interpretation, with telephonic rates of $0.62 per minute through Language Line Solutions. The incumbent list includes over 50 existing interpreters across various languages, with historical usage from July 2018 to December 2019 totaling $181,584.14, indicating potential future contract values in a similar range. DHHS does not guarantee a minimum number of service requests, and payment is based solely on actual services provided. Evaluation criteria focus primarily on meeting minimum requirements and submitting the lowest hourly rate, with DHHS reserving the right to conduct satisfaction surveys and potentially disqualify contractors with unsatisfactory performance.
