About this file
Summary
This document is a procedural guide for the Nebraska Department of Health and Human Services' Interpretation and Translation Pool bid process. The DHHS seeks to prequalify a pool of contractors to provide comprehensive interpreting and translation services across multiple divisions and languages, including Spanish, Arabic, American Sign Language, Vietnamese, Kurdish, and Persian. Contractors submit electronic bids through the DHHS Grants and Contract Opportunities portal, where bid opportunities are organized by language and include details such as job ID, service location, date of need, estimated length, minimum proficiency requirements, and recurring service status. The contract term runs from the date of award through October 10, 2025, with potential extension options. Interested contractors must respond to specific bid opportunities listed on the Bid Opportunities Board, with response due dates varying by opportunity. DHHS staff evaluate submitted bids based on minimum requirements compliance followed by lowest hourly rate, and contact awarded contractors via DocuSign Bid Acceptance Agreement, telephone, or email.
Pricing is determined on an hourly basis, with current rates at $40/hour for standard interpretation, $50/hour for certified interpretation, and $60/hour for American Sign Language interpretation; telephonic interpretation through Language Line Solutions is available at $0.62/minute. The historical estimated usage from July 2018 to December 2019 totaled $181,584.14, indicating potential contract values in a similar range. Contractors must possess Interagency Language Roundtable certification at specified minimum proficiency levels, pass background checks, maintain necessary certifications, and comply with confidentiality requirements, particularly regarding Medicaid recipient information. The incumbent pool includes over 50 existing interpreters across various languages, with Language Line Solutions currently providing telephonic services. DHHS does not guarantee minimum service volumes, and payment is based solely on actual services provided; contractors must demonstrate financial stability and willingness to work across multiple Nebraska counties and facilities.
