About this file
This is a Request for Qualification for Contractual Services Form issued by the State of Nebraska Department of Health and Human Services (DHHS) seeking to prequalify a pool of contractors to provide interpreting and translation services. The procurement targets language translation and interpretation services across multiple DHHS divisions for program clients and providers, encompassing languages including Spanish, Arabic, American Sign Language, Vietnamese, Kurdish, Persian, and others. Contractors must demonstrate linguistic proficiency using the Interagency Language Roundtable (ILR) scale with minimum proficiency levels specified for each service type. The contract term runs from the date of award through October 10, 2025, with potential extension options available. Evaluation criteria prioritize meeting minimum requirements and submitting the lowest hourly rate, with contractors required to provide detailed information regarding their linguistic abilities, experience, availability, and willingness to work across various DHHS facilities and client locations.
The current pricing structure indicates rates of $40 per hour for standard interpretation, $50 per hour for certified interpretation, and $60 per hour for American Sign Language interpretation, with telephonic rates of $0.62 per minute through the incumbent provider, Language Line Solutions. Historical usage from July 2018 to December 2019 totaled $181,584.14, providing an estimate of potential future contract values. The procurement is open to both individual interpreters and firms with over 50 existing interpreters listed across various languages per Addendum 4. Bidders must pass background checks, maintain necessary certifications, comply with confidentiality requirements regarding Medicaid recipient information, demonstrate financial stability, and work across multiple Nebraska counties. DHHS does not guarantee a minimum number of service requests, and payment is based solely on actual services provided. Bidders must certify Nebraska contractor status (maintaining a bona fide place of business and at least one employee within the state for the preceding six months), drug-free workplace compliance, and may claim disabled veteran, enterprise zone, or blind person preferences if applicable.
