Service Attachment A Summary
Service Attachment A is a contract terms document issued by the State of Nebraska Department of Health and Human Services (DHHS) establishing payment and service conditions for interpretation and translation services effective January 1, 2020. This attachment applies to contractors providing services for the Behavioral Health, Children and Family Services, Operations, and Public Health divisions, as well as the Division of Developmental Disabilities when Medicaid funds are not expended. The services encompass language interpretation and translation across multiple languages, with specific provisions governing in-person, telephonic, and American Sign Language (ASL) interpretation. For standard interpretation and translation sessions of one hour or less, DHHS pays one hour's service rate; however, ASL interpretation services of one hour or less are compensated at two hours' service rate. Telephonic interpretation services are billed at a per-minute rate for the first thirty minutes, after which services are billed at the hourly rate. The contract includes cancellation provisions stipulating that DHHS owes one hour of compensation if it cancels within twenty-four hours of a scheduled session, while cancellations by the contractor result in no payment to the contractor.
The compensation structure requires contractors to submit hourly rates on the bid page, with historical pricing indicating $40 per hour for standard interpretation, $50 per hour for certified interpretation, and $60 per hour for ASL interpretation, plus $0.62 per minute for telephonic services through Language Line Solutions. The attachment explicitly excludes services provided to or on behalf of the Division of Medicaid and Long Term Care from its terms. The estimated historical usage from July 2018 through December 2019 totaled $181,584.14, providing a reference point for anticipated contract values. No minimum service volume is guaranteed to contractors, and payment is based exclusively on actual services delivered. The contract term extends through October 10, 2025, with potential extension options available.
