About this file
The provided document is a Justification for the use of the Paroscientific MET1-2 or Druck TERPS RPS/DPS 8100 pressure sensors for the National Data Buoy Center (NDBC) Tropical Atmospheric Ocean (TAO) stations. The NDBC has previously tested and is using the Paroscientific MET1-2 sensors, and with new funding, requires an additional 48 pressure sensors for the TAO stations. The NDBC conducted market research and laboratory testing, which determined that only the Paroscientific MET1-2 and Druck 8100 sensors meet the requirements. No other manufacturer or model can be considered, as they would need to go through the same testing process, and the government does not have time to repeat the testing before the funding expires in September 2024.
The related federal contract opportunity is a Request for Quote (RFQ) for the procurement of the barometric pressure sensors, with a NAICS code of 334513. The government intends to use Simplified Acquisition Procedures under FAR Part 13, and all contractors must be registered in the System for Award Management (SAM) at the time the quote is submitted.

Justification for Paroscientific MET1-2 or Druck TERPS RPS/DPS 8100 Sensors
The National Data Buoy Center (NDBC) has four Paroscientific MET1-2 pressure sensors previously field tested and currently in place on Tropical Atmospheric Ocean (TAO) stations.
There is a total of 55 TAO stations. With new funding (Bipartisan Infrastructure Law Funding) and a redesign to meet climate research and forecasting needs, 48 additional TAO stations require a barometric pressure sensor.
NDBC completed market research to determine technically acceptable commercially available pressure sensors. From the research, three pressure sensors were selected and procured for laboratory testing. The Paroscientific MET1-2 pressure sensor was not part of this most recent field testing as it was previously field tested and currently in place.
Lab testing took place between October 2022 and January 2023. One manufacturer was eliminated during laboratory testing due to not meeting testing specifications. The remaining two sensors were deployed and integrated into the TAO system in October 2023 with evaluation and reporting conducted every 30 days with a final report at 180 days. After testing only one sensor, the Druck 8100 sensor, met the requirements in the most recent field testing.
The only pressure sensors that can be considered for award are the Paroscientific MET1-2 and Druck 8100. Any other manufacturer or model cannot be considered as it would need to go through the same testing process. The Government does not have time to repeat the testing as the funding expires in September 2024.
